Procurement Heads have partnered with a nationally recognised utilities company to recruit a Senior Procurement Specialist.

We are seeking a Senior Procurement Specialist to play a crucial role in delivering a multi-billion-pound AMP 8 programme, a once-in-a-generation initiative focused on securing long-term water resilience for millions of people.

This is a high-profile opportunity to lead complex procurement activities, shape strategic sourcing decisions, and drive value across a nationally significant infrastructure programme.

As a Senior Procurement Specialist, you will take ownership of a portfolio of procurement projects, ensuring they are delivered on time, within budget, and fully compliant with the latest procurement legislation, including the Procurement Act 2023.

You’ll combine strategic thinking with strong commercial acumen to influence decisions, negotiate effectively, and build relationships with key stakeholders and suppliers across the programme.

Key Responsibilities

  • Leading the planning and delivery of a pipeline of complex procurement projects
  • Driving supplier selection processes and lead commercial negotiations
  • Developing and implementing category and procurement strategies aligned to programme objectives
  • Building and maintaining strong relationships with internal teams and external suppliers
  • Ensuring procurement activity complies with legal, regulatory, and governance frameworks
  • Collaborating with Commercial teams on post-award contract management and performance monitoring
  • Maintaining accurate procurement data and ensuring systems are up to date
  • Mentoring and supporting colleagues, contributing to capability building and best practice

Skills and Experience Required

  • Strong knowledge of procurement legislation, including the Procurement Act 2023, PCR2015 or UCR2016
  • Minimum 5 years’ experience in procurement or commercial roles within major infrastructure or construction environments
  • Experience working with tier 1 subcontracts
  • Demonstrated success in developing and executing procurement and category strategies
  • Excellent negotiation, influencing, and stakeholder management skills
  • Strong project management and project controls experience
