Identity and Access Management (IAM) Portfolio

The Identity and Access Management (IAM) portfolio within NHS England’s Technology, Digital and Data Directorate is responsible for operating several nationally significant, mission-critical live services, including Care Identity Services, NHS login and the Data Security and Protection Toolkit, alongside transformation programmes such as NHS Single Sign-On and Transforming People Services (TPS) Digital Solutions.

Senior Product Manager Role

This Senior Product Manager role is focused on the Transforming People Services (TPS) Digital solution programme. As part of the NHS 10-Year Plan, NHS England has embarked on the Transforming People Services initiative, which aims to modernise Human Resources and Organisational Development (HR & OD) by standardising and digitising routine transactions. This will enable HR and OD professionals to focus on strategic priorities such as employee wellbeing, organisational culture and workforce planning, while delivering a more intuitive and timely service experience for staff.

Workforce Automation will provide a digital front door and single interface for staff to access HR services. The service will use modern technologies to deliver an AI-enabled digital platform that will support the full employment lifecycle.

Responsibilities

As a Senior Product Manager, you will:

  • Work with the Head of Delivery (HD) to develop delivery plans, based on a range of evidence and information such as team’s velocity, user needs, cost benefit etc.
  • Work with the Business Analysts (BAs) and User Researcher (URs) to understand value, user needs and pain points for each feature to be developed, ensuring this is captured and articulated to the rest of the team.
  • Work with HD, BA, UR and Service and Interaction Designers to develop and embed a user centred design approach across the whole team.
  • Provide product leadership by taking accountability for the product vision, product roadmap, product backlog, priority decisions.
  • Be part of the senior leadership team working with the HD and Tech lead to make day to day decisions on resources, priorities, risk and issue management.
  • Work with the BAs and interaction designers to define success measures, benefits and KPIs.
  • Lead the team through the Government Digital Service assessment process.
  • Attend Sprint ceremonies – Sprint Reviews / Show & Tells, Retrospectives and Planning sessions, providing insights and feedback to help inspect, reflect, learn and grow, and help the team agree on goals for the next sprint.
  • Be an advocate for User Centred Design at both the wider team (IAM) and directorate (Platforms) level, by sharing and encouraging others to share the outcome of UCD work in Workforce Automation.

Reasons to use Rodeo

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?

Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.

Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Start with a chat, not a search bar

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.

Integration with Department of Health and Social Care

In March 2025, the Government announced that NHS England and the Department of Health and Social Care will increasingly merge functions, ultimately leading to NHS England being fully integrated into the department.

Employment Process

If you currently work within the NHS and if successful at interview, we will initiate an Inter Authority Transfer (IAT) via the Electronic Staff Record (ESR). This retrieves key data from your current or previous NHS employer to support onboarding, including competency status, Continuous Service Dates (CSD), and annual leave entitlement. You may opt out at any stage of the process.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in our offices.

Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

We cannot offer visa sponsorship for any vacancies.
