Senior Programme Manager
The Role
The Senior Programme Manager will have a key role in leading one of two portfolios of work, ensuring the successful development, delivery and contract management of the £738m South Wales Metro transformation programme.
Role Responsibilities
- Oversee planning, management and delivery of all programme of works projects, adhering to project lifecycle processes to ensure safe, on-time, cost-effective and high-quality outcomes.
- Provide health and safety governance by identifying and mapping Construction Design Management (CDM) 2015 obligations for all portfolio projects, maintaining full compliance.
- Manage the establishment of an initial project baseline for effective measurement and control, including:
- Project documentation
- Key deliverables
- Delivery strategy
- Resource requirements
- Outputs/measures
- Risk management
- Critical dates and cost information.
- Identify, log and manage all significant risks affecting portfolio delivery, collaborating with the Risk Manager to:
- Allocate risk owners.
- Develop and maintain a Risk Log.
- Pinpoint opportunities within the portfolio, leading best practice promotion and knowledge sharing to optimise outcomes against budget.
- Establish strong relationships with external stakeholders, ensuring:
- Requirements and expectations are clearly documented.
- Alignment of project needs with stakeholder demands.

Who We’re Looking For
Key Qualifications & Experience
- Demonstrable experience managing multi-disciplinary, multi-million-pound projects, with a focus on:
- Planning and programme execution.
- Contract management.
- Proven ability to manage complex commercial networks with multiple contractors.
- Equivalent experience in civil engineering or related high-value infrastructure sectors.
- Strong leadership skills, with the ability to:
- Develop, motivate and grow cross-functional teams.
Welsh Language Benefits
