Assignment Benefits and Notes
This role is offered on long-term strategic international assignment terms, including:
- Visa and transfer support
- Assignment allowances, housing, utilities, and schooling
Important Requirements:
- Visa approvals are subject to securing the right to work.
- International assignment package is discretionary. Offer may not be available to candidates with significant connections to Myanmar.
- Locally hired candidates are welcome but will not qualify for international assignment package and will continue local terms.
Role Purpose
You will serve as the Senior Programme Manager for the EU-funded MyJustice III Programme in Myanmar, delivered under the PAGoDA framework.
Key Responsibilities:
- Provide oversight for programme, contract, and business management to ensure quality and excellence.
- Act as the lead programme role, coordinating resources to meet business targets, milestones, and client deadlines.
- Ensure the programme follows British Council standards and EU contract requirements, while complying with British Council policies and maximising profitability, client satisfaction, and cultural relations impact.
Reporting Structure:
- Reports to the East Asia Senior Justice and Youth Engagement Adviser.
- Directly manages up to three members of staff, programme manages up to fifteen staff within the team.
- Oversees office functions, including satellite offices, and collaborates with the British Council Myanmar country leadership team.

You will lead MyJustice, a 9-million Euro, 3-year programme funded by the EU and managed through a group funding agreement. Its core objectives are:
- Strengthening inclusive communities through resilient civil society networks and justice actors
- Empowering ethnic and emerging justice systems
- Improving accountability and justice in conflict-affected communities
Main Accountabilities
1. Programme Management
- Ensure compliance with British Council and client standards (e.g., safeguarding, EDI, supply chain management, social value, and conflict sensitivity).
- Align programme design with results-based and impact-driven goals.
- Oversee contractual obligations, risk mitigation, procurement, and professional due diligence.
2. Programme Quality, Learning and Impact
- Provide strategic oversight to the Monitoring, Evaluation, and Learning (MEL) function.
- Develop and implement results frameworks, monitoring plans, and program compliance.
- Present programme findings to donors, partners, and stakeholders.
3. Commercial and Financial Management
- Monitor contract pricing model throughout project lifecycle.
- Ensure accurate financial planning and reporting internally and externally.
- Oversee profitability through cost recovery accounts and scheduled billing processes.
4. Relationships and Stakeholders
- Manage relationships with funders, clients, and partners.
- Communicate updates regarding the programme’s objectives and challenges.
5. Business Development and Delivery
- Strengthen client and partner relationships.
- Evaluate and develop proposals, business cases, and technical assessments for New Zealand funding opportunities.
- Provide guidance for negotiations and compliance handling with partners.
6. Leadership, Strategy and Team Management
- Champion EDI, sustainable development planning (SDG), and cultural engagement within the team.
- Business case aligns with client and internal objectives while keeping staff engaged and delivering against timelines.
- Mentor team members, align career and development planning, and embed continuous learning practices.
- Manages up-three people, leading teams through delegated focus, improved strategies, and best practice sharing.
- Drive corporate, regional, and programme strategy excellence.
- Represent Britain’s Council internally and externally.

Required Skills
Essential Knowledge:
- Proven degree or equivalent professional certification in development, administration, or related fields.
- Confidence in acquiring certification within 12 months of starting role or verified experience with degree-level responsibilities.
- At least five years managing or leading programmes/projects.
- Successfully managed programmes varying significantly in scale and complexity from their inception to completion.
- Experience working across multiple funding streams and understanding EU-compliant financial management.
- Direct experience managing consortiums or associated contracts with multi-lateral or development partners.
- Risk assessment and reporting experience.
Desirable:
- Applied Project Management Professional (APMP) qualification or equivalent.
- Insight into EU-funded contracts and commercial agreements required.
- Experience coaching and conflict-sensitive programme application.
- Expertise developing performance indicators and MEL frameworks.
- Multilingual skills, including:** Myanmar, Arabic, and English.

- International Assignment until June 2028 with required Developed Vetting (DV) security clearance.
