The Opportunity
We are seeking a Senior Programme Manager for the EU-funded MyJustice III programme (9m € over 3 years), through our PAGoDA framework.
Role Purpose
You will provide leadership in programme management, ensuring excellence in contract management, business oversight, and delivery of this critical initiative in Myanmar—a country affected by conflict.
The MyJustice III programme has three key objectives:
- Strengthen inclusive civil society and joint justice capabilities to protect fundamental rights
- Improve accessible and accountable justice systems for ethnic communities and conflict-affected populations
- Enhance international accountability in justice for vulnerable communities
You will act as the lead programme manager, coordinating external resources and internal teams, aligning with:
- British Council standards, policies, and frameworks
- EU contract compliance and reporting
- Cultural engagement and strategic operational objectives

You will report to the East Asia Senior Justice and Youth Engagement Adviser and manage:
- Up to three direct reports on-site
- Up to fifteen programme team members across the office
- Office management (in-country and, if required, satellite offices)
You’ll also play a key role in the **British Council Myanmar country leadership team.
Key Responsibilities
1. Programme Management
- Ensure aligned delivery with corporate, safeguarding, and EU contractual policies (e.g., equality, diversity, inclusion (EDI), social value, conflict sensitivity)
- Collaborate on results-based programme design and adapt as necessary
- Own all contractual obligations, risk escalations, and mitigation
- Lead procurement, grants management, and due diligence
2. Quality, Learning & Impact
- Provide strategic oversight to the MEL (Monitoring, Evaluation and Learning) function, ensuring robust processes
- Manage project reporting and the communication of learning to funders, stakeholders, and partners
- Develop results frameworks, performance indicators, and compliance with UK-funds affiliation
3. Commercial & Financial Oversight
- Maintain contractual financial transparency
- Manage invoicing, budget adherence, and profitability adherence
4. Relationships & Stakeholder Engagement
- Build strong partnerships with funders, donors, contractors, and internal teams
- Hold delivery partners accountable via supply chain management
- Lead MyJustice-related business development in the region
- Ensure alignment on legal, financial, and compliance requirements
5. Leadership & Strategic Delivery
- Champion a people-led culture through EDI mainstreaming, effective communication, and leadership empowerment
- Lead cross-functional initiatives, working closely with Myanmar, East Asia, and the UK
- Strengthen programme team culture through coaching, mentoring, and capability-building
- Establish best practices for programme delivery excellence
- Engage globally across the British Council’s international programme networks

About Us and Our Commitments
Working in Myanmar
- Contract Type: International Assignment (until June 2028), UK nationality required
- Location: Yangon, Myanmar
- Closing Date: 19th July 2026 (16:59 UK time)
- Assignment Benefits: Visa and transfer support, contract allowances (e.g., housing allowance, utilities, schooling)

Key Qualifications & Skills
Qualifications
- Degree in a relevant development or contract management field
- OR significant programme management experience and agreement to complete a qualification within 12 months.
Experience
- Minimum 5 years’ experience leading complex programmes (in-country, multi-country, or high-stake environments)
- Experience managing large-scale contracts, grants, and contractual relationships at a policy level
- Familiarity with consortium arrangements and administrative compliance reporting
Specialist Requirements
- Deep understanding of Myanmar’s political and justice sector context
- Methodological expertise in conflict-sensitive, equity-focused programme development
Desirable & Bonus Certifications
- APMP or equivalent in programme management
- Familiarity with EU grant compliance
- Commercial awareness with supply chain implementation
