Role Overview
As a Senior Programme Manager, you will hold the reins for our flagship rolling stock vehicle modification and Testing & Commissioning (T&C) portfolios. You will bridge the gap between complex engineering designs and real-world track deployment, ensuring projects are delivered on time, within budget, and to the highest regulatory safety standards.
This is a high-visibility leadership role requiring a blend of deep rolling stock technical understanding and exceptional stakeholder management skills.
Key Responsibilities
- End-to-End Delivery: Lead the execution of complex rolling stock modification programmes from initial concept and fleet survey through to line-side installation, testing, commissioning, and final approvals.
- Commercial & Financial Control: Manage multi-million-pound project budgets, tracking KPIs, variations, earned value management (\bm{EVM}), and risk registers to safeguard profitability.
- Stakeholder Champion: Serve as the primary interface for Tier 1 manufacturers, train operating companies (TOCs), rolling stock leasing companies (ROSCOs), and regulatory bodies (e.g., ORR, Network Rail).
- Team Leadership: Direct and mentor a multidisciplinary team of project managers, design engineers, and field technicians, fostering a rigorous culture of safety and engineering excellence.
- T&C Strategy: Oversee the development and execution of robust testing and commissioning strategies, ensuring smooth integration with track infrastructure and minimal disruption to active fleets.

What We Are Looking For
- Rail Sector Expertise: Proven track record managing large-scale rolling stock modification, refurbishment, or introduction programmes within the UK rail network.
- T&C Knowledge: Strong practical understanding of testing and commissioning phases, standard rail approvals (e.g., RISAS, Rail Industry Standards), and safety management system compliance.
- Leadership Gravitas: Proven experience in a senior project or programme management role, with a natural ability to negotiate, influence, and align conflicting stakeholder priorities.
- Qualifications: Degree in Engineering (Mechanical/Electrical) or equivalent experience, backed by a recognized project management certification (e.g., APM PMQ, Prince2 Practitioner, or MSP).
- Problem Solvers: Someone who looks at complex fleet integration hurdles and sees a puzzle to be solved, not a roadblock.
