Senior Project Manager (CMMS & IT Systems)
About the Role
We are seeking an experienced Senior Project Manager to support a portfolio of HHB (Halifax Health Board) initiatives, with an initial primary focus on the implementation of a Computerized Maintenance Management System (CMMS). This is a professional services consulting engagement, with assignments authorized on a task-by-task basis.
Responsibilities
- Lead all aspects of assigned projects — define scope, objectives, deliverables, timelines, and resource needs; develop and maintain project charters, schedules, budgets, and project management plans
- Establish governance structures and communication plans at project outset
- Manage daily project activities to ensure adherence to approved plans; maintain project documentation, decisions, and approvals in alignment with HHB requirements
- Lead cross-functional teams; facilitate collaboration across technical and business groups; delegate work, provide direction, and resolve team challenges
- Serve as the primary point of contact for HHB; manage vendor performance against deliverables and costs; communicate status, risks, and issues to stakeholders and sponsors
- Monitor vendor performance, identify non-performance, and recommend corrective actions; escalate issues as required
- Develop and manage detailed work plans, schedules, budgets, and resource allocations
- Identify, track, and mitigate risks and issues throughout the project lifecycle; manage scope changes through formal change control processes
- Prepare and deliver regular status reports, presentations, and updates to stakeholders and sponsors
- Organize and facilitate project meetings, briefings, and progress updates
- Ensure project deliverables meet defined quality requirements; coordinate testing, validation, and acceptance processes
- Maintain complete, accurate, and auditable project records in HHB systems (e.g., SharePoint)
- Develop, track, and forecast budgets; review, track, and approve invoices
- Lead project closeout activities including knowledge transfer, operational handover, and lessons learned
- Provide guidance on project management best practices, tools, and methodologies

Requirements
Skills & Experience
- Demonstrated experience leading complex, multi-disciplinary IT or infrastructure projects
- Strong background in formal project management methodologies — PMP or equivalent certification is an asset
- Experience with CMMS, EAM, or enterprise system implementations (preferred)
- Proven ability to manage vendors, contracts, budgets, and cross-functional stakeholders
- Proficiency with Microsoft 365 and SharePoint for documentation and records management
- Strong written and verbal communication skills; comfortable presenting to senior leadership
- Experience in government or public-sector environments is considered an asset

Contractual Requirements
All consultants must adhere to the following mandatory conditions:
- Must be fully available to work onsite at HHB’s Dartmouth facility — remote work is not a standard arrangement
- All work products and deliverables will be owned by HHB
- Must maintain:
- Commercial General Liability insurance ($5M)
- Professional Liability/E&O insurance ($2M)
- Automobile Liability insurance ($5M)
- Overtime beyond 35 hours per week requires pre-approval from the HHB CIO
- Travel beyond 50 km from the Halifax Regional Municipality is reimbursed per Nova Scotia Provincial travel policy
