Senior Project Lead – Local Government Reorganisation Programme

Job Purpose
The Senior Project Lead will act as a strategic escalation point and leadership authority for projects tied to the Local Government Reorganisation (LGR) programmes. Your role includes:
- Delivering aligned programmes of work through integrated collaboration with senior managers across multiple local authorities.
- Ensuring defined projects are managed, governed, and successfully implemented per the LGR strategy.
- Serving as a critical link between senior stakeholders, project teams, and the transition process, maintaining clear communication regarding deliverables.
- Applying HDC’s standardised project management framework to ensure consistency in project governance and execution.
- Assigning and monitoring financial and human resources within allocated budgets, adjusting as necessary to secure successful project outcomes.

Key Responsibilities
Leadership & Programme Management
- Lead project delivery through stakeholder engagement, planning, and risk management to meet deadlines and outcomes.
- Align projects with the Head of Service’ objectives while maintaining an up-to-date project plan.
- Coordinate resources and personnel across distribution and designate project responsibilities to support timely completion.
- Track and assess risks and issues, ensuring transparent documentation and timely action reporting.
Financial & Benefit Realisation
- Monitor business, financial, and non-financial benefits across projects.
- Provide reports on benefits tracking to senior management.
- Train Business Analysts and Project Management staff on benefit realisation methodologies.
Service & People Management
- Collaborate with stakeholders to collect and meet business requirements.
- Drive the implementation of critical business activities as per project directives.
Stakeholder Communications & Governance
- Lead and facilitate project team meetings and board discussions, including recording decisions and actions.
- Simplify and communicate complex project information to diverse stakeholders.
- Ensure reported deliverables are understood and adopted by change recipients.
People Management
- Matrix oversee staff in line and cross-project roles, ensuring occupational development and workload balance.
- Monitor team well-being and training needs, aligning with broader service goals.

About You
We seek a self-motivated project leader with:
- A degree or equivalent professional experience at a Senior Project Manager (PM) level, including leading complex programmes.
- Relevant qualifications in project/programme management (e.g., Prince2).
- Ability to work in the UK (right-to-work eligibility mandatory—no sponsorship available).
