Senior Project Manager – Capital Projects

About the Role
The Senior Project Manager will lead the end-to-end delivery of capital projects across a diverse higher-education estate, encompassing refurbishments, fit-outs, new builds, and strategic property acquisitions. This role requires a strong technical capability in construction and M&E (mechanical & electrical) systems, ensuring projects are safe, compliant, efficient, and aligned with institutional growth objectives. The role spans feasibility, test fits, procurement, delivery, commissioning, and handover.
Key Responsibilities
Project Delivery & Coordination
- Lead capital projects (refurbishments, new buildings, specialist spaces) with full oversight of M&E systems (e.g., HVAC, electrical, fire alarms, Building Management Systems (BMS), data solutions, energy solutions).
- Manage design coordination, commissioning, and handover, ensuring compliance, quality, sustainability, and operational readiness.
- Support property acquisitions, including:
- Conducting technical due diligence.
- Undertaking feasibility assessments.
- Advising on building services and risk.
Procurement, Contract & Financial Management
- Oversee procurement and contract management, including:
- Tendering processes.
- Supplier selection.
- Contract delivery against JCT (Joint Contracts Tribunal) and NEC (New Engineering Contract) frameworks.
- Provide financial tracking, risk management, and programme reporting while aligning with strategic and operational goals.

Stakeholder & Regulatory Compliance
- Act as a key stakeholder interface, ensuring alignment with:
- Curriculum and strategic objectives.
- Public sector and contractual requirements.
- Higher education sector best practices.
- Drive compliance, safety, and sustainability standards, maintaining robust documentation and asset data throughout the project lifecycle.
Essential Skills & Experience
- Proven experience in delivering capital projects, refurbishments, and fit-outs, including significant M&E components.
- Deep understanding of:
- Mechanical & electrical systems.
- Building services design.
- Statutory compliance (e.g., building regulations, health & safety).
- Experience in commissioning, testing, and handover of M&E systems.
- Ability to interpret technical drawings, specifications, and compliance reports.
- Strong procurement and contract management experience.
- Excellent financial and programme management skills.
- Outstanding communication and stakeholder management abilities.
Desirable Qualifications
- Experience in higher education, public sector, or complex multi-site estates.
- Professional qualifications (e.g., CIBSE, IMechE, IET, RICS, CIOB, APM*), or working towards one.
- Knowledge of:
- Sustainability frameworks (e.g., BREEAM, LEED,energy efficiency standards).
- Net-zero and low-carbon strategies.
