Senior Project Manager

Senior Project Manager (BEST Programme)

Salary: £56,233 to £60,010 Contract: Fixed term for 2 years

Are you an experienced project manager with a passion for transformation, continuous improvement, and delivering meaningful change?

Northumberland County Council is seeking a Senior Project Manager to drive the BEST Programme, an ambitious initiative designed to improve services, increase efficiency, and deliver better outcomes for residents.

This role focuses on shaping and leading projects tied to the Council’s Corporate Landlord responsibilities, including property estate management, asset utilisation, accommodation and workplace transformation, and ensuring value for money across all buildings and facilities.


About the Role

The Senior Project Manager will work closely with senior leaders and stakeholders to deliver complex projects that enhance the Council's operations. Key responsibilities include:

  • Supporting initiatives that strengthen the Corporate Landlord function and broader transformation agenda
  • Leading strategic transformation and improvement projects, from initiation through to final delivery
  • Managing project plans, governance, reporting, and stakeholder engagement
  • Analysing performance and business data to identify improvement opportunities
  • Collaborating with senior leaders, service managers, and external partners to ensure alignment and progress

Key Responsibilities

  • Spearhead complex transformation and change programmes aligned with the Council’s objectives
  • Ensure projects are delivered on time, within budget, and to the highest performance standards
  • Foster strong stakeholder relationships and maintain transparent governance processes
  • Drive data-driven decision-making to optimise operational efficiency and service delivery
  • Contribute to property estate optimisation, asset management, and workplace transformation initiatives

What We’re Looking For

** Qualification & Experience**

  • Degree educated with a recognised Project Management qualification (e.g., PRINCE2)
  • Significant experience in delivering complex transformation or change programmes
  • Proven track record in stakeholder management, communication, and leadership
  • Extensive knowledge of continuous improvement methodologies (such as Lean)
  • Strong commercial awareness and the ability to deliver measurable business benefits

  • Exceptional organisational skills and the ability to manage multiple priorities
  • A proactive mindset with a focus on driving improvement and sustainable change
  • Excellent analytical abilities and a data-driven approach to problem-solving
  • High-level negotiation and partnership-building abilities
