SENIOR PROJECT MANAGER (HBX)

Organisation Information:
Bouygues Travaux Publics (TP) and Laing O’Rourke, two of Europe’s most dynamic engineering and construction specialists, are working together in a joint venture named BYLOR to deliver the main civil engineering works at Hinkley Point C (HPC) worth over £2.8 billion.
Bylor are pushing the boundaries of innovation and modern technology while delivering high quality construction on a massive scale. Bylor have already broken the UK record for the largest continuous concrete pour of 9,000m^3 of concrete.

Bylor are responsible for the Design & Build (D&B) including fit out and handover of the HBX Operations Service Centre (OSC) within Hinkley Point C. The building is a mixed use warehouse/office/laboratory/restaurant and office building which connects to both Unit 1 & 2 Turbine Halls via sky bridges.

Purpose of the role:

  • To lead the construction of all permanent works within the scope and area of responsibility, respecting all rules and laws in terms of safety, environment and works legislation
  • To give all information to the Project Leader to prepare all technical, permanent and temporary works related correspondence.

Delivery construction lead for all T2 subcontractors within an integrated building and building service team environment.

Key responsibilities and specific accountabilities:

Health /Safety & Environment

  • To lead the construction of all permanent works within their scope and area of responsibility, respecting all rules and laws in terms of safety, environment and works legislation.
  • To carry out without delay any immediate action or expenditure to ensure the respect of all HSE rules and regulations.
  • To apply the safety and environment management systems (including but not limited to safety essentials and site-specific rules, safety and emergency procedures, safety incentives and disciplinary scheme) within their scope and area of responsibility.
  • To ensure that regular site safety specific inspections at every level of the organization under their responsibility, from supervision to management levels are conducted.
  • To prepare supporting documentation, as required for Client and corporate safety committees and steering committees.
  • To ensure within their scope and area of responsibility implementation of the safety system and compliance with the safety standards and site specific rules and to monitor corrective actions.
  • To participate in any investigation regarding accidents, incidents or near-misses that occur within their scope and area of responsibility.

Quality

  • To apply the Quality management system relevant to their scope and area of responsibility.
  • To carry out within their scope and area of responsibility any corrective action originating from the Quality management system.
  • To identify, report and investigate any non-conformances occurring in their scope or area of responsibility according to site rules.
  • To carry out all remedial actions, following non-conformances, and identify and report lessons learnt to Senior Project Leader or Project Leader.

Nuclear Safety

  • To animate their team and be a reference in Nuclear Safety Culture in all their actions.
  • To capture all learning and experience feedback for their scope and area of responsibility

Construction Permanent Works

  • To lead the construction of all permanent works within their scope and area of responsibility with respect to the defined scope and program of Works.
  • To identify and manage the interfaces between all permanent work areas within their scope or area of responsibility.
  • To identify and report to the Senior Project Leader or Project Leader all interfaces with other areas of responsibilities, especially other scopes occurring in the same area or building, so they can be properly addressed and managed.
  • To participate to specific design, logistics or construction meetings critical for their scope or area of responsibility in order to ensure timely decision making.

Construction Temporary Works

  • To arrange and manage accesses within the area of responsibility.
  • To liaise with the site engineering teams covering the area of responsibility regarding the Temporary Works process.

Design /Engineering

  • To liaise with Site Engineering teams covering their scope and area of responsibility to ensure timely production of methods documentation.
  • To give advice on all general site arrangement drawings covering the area of responsibility.
  • To highlight any issue with the supply of design information which would impact the general programme for their scope or area of responsibility.
  • To review all method requirements for their scope or area of responsibility prior to their integration within the design provided by the Client.

Commercial

  • To provide monthly progress reports to the Commercial Department so that invoice can be made.
  • To carry out any action brought to them as part of the management of risks and opportunities. As such, to assist the Commercial Team in the reporting and monitoring of these risks and opportunities.
  • To identify and report any new risk or opportunity arising in their scope or area of responsibility to the Senior Project Leader or Project Leader.
  • To inform the Senior Project Leader or Project Leader of any change and variation occurring in their area of responsibility, and to participate in their information validation.
  • To participate in contractual positions, strategy and commercial decisions which affect their area of responsibility and to carry out decided strategies

Procurement /Supply Chain

  • To identify to the Senior Project Leader or Project Leader all requirements for their scope or area of responsibility as part of the Procurement Process.
  • To give input to analyses by the Senior Project Leader or Project Leader on all Procurement choices on a technical and site operations point of view when they cover their scope or area of responsibility.
  • To manage all activities of the Supply Chain which cover part of their scope, within their area of responsibility. In particular, to identify and report interfaces between them and other activities on site, whether between Supply Chain actors or with our own activities.

People Management

  • To organize and coordinate the activity of all staff placed under their responsibility and to ensure, at all times, that adequate means are made available for them to properly carry out their tasks.
  • To animate their team in any appropriate mean, subject to the approval of the Senior Project Leader or Project Leader.
  • To collect through their team all the need of resources, whether staff or labour, to carry out the works according to the planned Program, and to propose recruitment as required to the Senior Project Leader or Project Leader.
  • To propose to the Senior Project Leader or Project Leader all disciplinary measures towards members of their team.
  • To propose to the Senior Project Leader or Project Leader any evolution in position of members of their team.
  • To ensure that annual appraisals are carried out in a timely manner within their team.

Program

  • To participate in the elaboration of all programs of Works covering their scope or area of responsibility by providing all required input to the Project Controls Team.
  • To inform regularly the Senior Project Leader or Project Leader and the Project Controls Team of progress on site.
  • To prepare, in collaboration with the Project Controls Team, all short term or task specific programs of Works, as may be required.
  • To alert the Senior Project Leader or Project Leader in case of any event which impact the progress of the Works. More generally, to report any event happening within their scope of responsibility the Senior Project Leader or Project Leader so that they can be adequately escalated within the Project Lead Team.

Cost Control

  • To provide all input necessary to the Finance Team for the elaboration of the Objective and all subsequent cost estimate exercises.
  • To provide monthly progress reports to the Finance Team so that Cost Control exercises can be made. To provide all explanations to variances during this process and make all proposals to correct or improve the situation.

Finance

  • To inform the Senior Project Leader or Project Leader of any event that may lead to insurance issues, and support them in providing, as required, all necessary information

Key Skills & Competencies

  • Has delivered internal fit out projects including building services (MEP) coordination.
  • Projects have had clear scope and well proven design basis, but level of innovation is significant.
  • Has worked in a diverse team environment with support functions nearby and reporting to more than one stakeholder.
  • Communications have been a key factor in the success of projects delivered. Has experience of standards and processes which are generally clear and established, but with potential for ambiguity in limited areas.
  • Has commonly experienced the need to respond to unpredictable risks, and manage a number of simultaneous/overlapping phases.
  • Experienced in a similar role and can demonstrate competence
  • Educated to degree standard ideally in Civil Engineering or Construction Management

Qualifications

  • Degree held in construction management/project management/civil engineering
  • MCIOB/chartership desirable
  • SMSTS
  • NEC contract experience

Additional Information:
All positions with Bylor are employed directly with either Laing O’Rourke or Bouygues Travaux Public and include competitive salaries, private medical insurance, company pension schemes and annual holiday allowance. Some grades will also include a company car allowance.

Unless stated otherwise all positions are based at Hinkley Point C in Somerset.
