THE TEAM
Join our high-performing Pre-Construction Team delivering complex utility infrastructure and cable installation projects across the power network up to and including 400kV. Reporting to the Pre-Construction Manager, you'll take a senior leadership role across a portfolio of early-stage works, shaping how we plan, resource, and deliver while developing the project managers and site teams around you.
SCOPE OF ROLE
You'll lead the delivery of multiple concurrent pre-construction projects across major power and civils schemes, with full accountability for safety, quality, cost, and programme performance at portfolio level. Beyond day-to-day delivery, you'll provide line management and mentoring to Project Managers and Assistant Project Managers, contribute to tender and bid development, and act as a trusted senior point of contact for clients, delivery partners, and internal leadership. You'll ensure all works exceed regulatory, client, and internal expectations, driving delivery excellence and supporting the continued growth of the Pre-Construction function.
HOW YOU'LL SUCCEED
Portfolio & Operational Leadership
- Lead a portfolio of assigned projects from planning through to handover, ensuring safety, programme, quality, and budget targets are met across all schemes
- Direct site operations for framework contracts delivering HV/EHV (up to 400kV) civil and cable installation services
- Chair weekly progress reviews, approve work plans, and manage relationships with subcontractors and JSM delivery teams
- Deputise for the Pre-Construction Manager as required, supporting departmental planning and strategy
SHEQ Leadership & Safety Culture
- Champion and embed SHEQ policies across all teams and projects, setting the standard for a zero-harm culture
- Oversee delivery of toolbox talks and safety briefings, and ensure all RAMS, audits, and inspections are completed, actioned, and closed out
- Lead monthly SHEQ audits, drive near-miss reporting, and take ownership of continuous safety improvement initiatives

People Leadership & Development
- Line manage, mentor, and develop Project Managers, Assistant Project Managers, and site teams—driving performance and supporting succession planning
- Support recruitment, onboarding, and capability development across the Pre-Construction function
- Lead on resource planning, logistics, and delivery scheduling across the portfolio in line with key project milestones
- Ensure accurate site records, data sheets, and compliance documentation are submitted and stored
Commercial & Contractual Ownership
- Take ownership of commercial performance across your portfolio, working closely with the commercial team on CVRs, variation management, and final accounts
- Manage fixed-price and cost-plus contracts using NEC/JCT/ICC/Bespoke frameworks
- Identify and mitigate project delivery risks at portfolio level, protecting margin and supporting successful commercial outcomes
- Contribute to tender submissions, bid reviews, and pricing strategy for new work
Stakeholder & Client Engagement
- Act as the senior point of contact for internal departments, clients, and delivery partners
- Represent JSM at project meetings, planning sessions, client reviews, and senior stakeholder forums
- Build and maintain collaborative, long-term relationships that enable delivery excellence, repeat business, and client satisfaction
WHAT IT TAKES
- Proven track record as a Project Manager or Senior Project Manager delivering HV/EHV power, utility, or civils infrastructure projects—ideally within DNO, TSO, or ICP environments
- Strong working knowledge of NEC and/or JCT contract frameworks, with hands-on experience of CVRs, variations, and final accounts
- Demonstrable experience leading and developing multi-disciplinary site teams, including line management of project management staff
- Sound understanding of SHEQ legislation and best practice, with experience leading audits, RAMS reviews, and safety initiatives
- SMSTS and CSCS (or equivalent) required; NRSWA, first aid, or temporary works qualifications advantageous
- HNC/HND or degree in Civil Engineering, Construction Management, or a related discipline (or equivalent experience)
- Full UK driving licence and willingness to travel to project sites as required
- A collaborative, commercially astute leadership style with excellent communication skills at all levels
