Position Objective
Lead the end-to-end delivery of a large-scale Advanced Traffic Violation and Intelligent Transportation Systems (ITS) Program by managing multiple workstreams including PMO establishment, governance implementation, digital transformation, stakeholder engagement, operational readiness, and change management. Ensure successful execution of complex traffic management initiatives by coordinating government stakeholders, consultants, technology partners, and contractors while delivering projects within scope, schedule, budget, and quality objectives.
Job Description & Key Responsibilities
Project Delivery & Program Management
- Lead day-to-day delivery of traffic management and traffic safety projects across multiple workstreams and implementation phases.
- Develop and maintain integrated implementation plans, project schedules, milestones, and delivery roadmaps.
- Manage rollout activities across multiple operational sites while ensuring adherence to project objectives.
- Monitor project performance against scope, schedule, budget, quality, and operational targets.
- Coordinate cross-functional teams including engineering, operations, consultants, contractors, vendors, and client stakeholders.
PMO & Project Governance
- Establish and manage Project Management Office (PMO) governance frameworks, project controls, and standardized delivery methodologies.
- Implement structured project governance, reporting processes, approval workflows, and project documentation standards.
- Ensure compliance with organizational governance, contractual requirements, and project management best practices.
- Maintain project controls including schedules, action logs, decision registers, and project documentation.

Risk & Delivery Management
- Develop, maintain, and regularly update the RAID (Risks, Assumptions, Issues, and Dependencies) Register.
- Identify project risks, delivery constraints, and interdependencies while implementing effective mitigation plans.
- Manage project changes, issue resolution, escalation processes, and decision tracking.
- Monitor critical path activities and proactively address schedule deviations.
Stakeholder & Vendor Management
- Coordinate with government stakeholders, consultants, technology partners, contractors, and operational teams to ensure successful project delivery.
- Facilitate collaboration between technical, operational, and business teams.
- Manage stakeholder expectations, approvals, and communication throughout the project lifecycle.
- Oversee vendor performance and ensure contractual deliverables are achieved.
Reporting & Executive Communication
- Prepare weekly progress reports, executive dashboards, KPI reports, and Steering Committee presentations.
- Provide accurate project status updates, delivery forecasts, and executive summaries to senior leadership.
- Support executive decision-making through timely reporting, performance analysis, and delivery insights.

Change Management & Operational Readiness
- Support organizational change management initiatives to ensure successful adoption of new processes and operational improvements.
- Coordinate training, knowledge transfer, operational readiness, and transition activities.
- Manage project acceptance, operational handover, lessons learned, and project closure.
- Ensure minimal disruption to ongoing traffic operations during project implementation.
Qualifications & Experience
- Bachelor's degree in Civil Engineering, Transportation Engineering, Traffic Engineering, Project Management, Telecommunications, Information Technology, Business Administration, or a related discipline.
- Minimum 7–10 years of project management experience delivering large-scale infrastructure, transportation, traffic management, or enterprise implementation projects.
- Proven experience managing complex, multi-site rollout programs within the traffic management, transportation, infrastructure, smart mobility, or government sectors.
- Experience establishing PMOs, project governance frameworks, reporting structures, and project controls.
- Demonstrated experience coordinating multidisciplinary teams, consultants, contractors, vendors, and government stakeholders.
- Strong experience in project planning, scheduling, delivery management, stakeholder engagement, vendor management, risk management, and change management.
