Job Description: Senior Project Manager (Flood Risk and Asset Management - FRAM)

AECOM has been appointed to all three Flood Risk and Asset Management (FRAM) Lots, the first announced under the UK Government Commercial Agency’s Construction Professional Services 2 (CPS2) Framework. Deepening our 25-year partnership with the Environment Agency, this role will involve delivering technical, environmental, commercial, and programme services across flood and coastal risk management.

We are looking for Senior Project Managers and Associate Project Managers, with a proven track record in the Water industry, to join our Infrastructure Project Management team. You’ll work across our North, Midlands, and Scotland Region, operating from 8 regional offices.

The Role: Senior Project Manager

You will lead and manage capital investment projects from inception through design, procurement, construction, and commissioning. This role involves:

  • Client-side project management support across all stages (option studies, procurement, contract administration, on-site delivery).
  • Leading the delivery of multi-disciplinary, complex projects within collaborative delivery teams.
  • Providing mentorship to Project Managers, Graduates, and Apprentices.
  • Establishing and maintaining governance frameworks, defining roles, responsibilities, and accountabilities.
  • Ensuring client satisfaction by meeting quality, cost, and timeline requirements.
  • Stakeholder, health & safety, risk, quality, and contract management.
  • Harmonising project team resources with client and business needs.
  • Managing subcontractors and off-site teams.
  • Building and maintaining strong client and cross-functional relationships.
  • Supporting business development with existing and new clients.
  • Managing project management bids.

Key Responsibilities

Project Execution

  • Lead and deliver capital investment projects through all lifecycle phases.
  • Manage NEC suite contracts, particularly NEC Professional Services (PSC) and Engineering & Construction Contracts (ECC) (preferably NEC ECC Accredited).
  • Collaborate seamlessly within integrated, multi-oragnisational teams.

Team Leadership

  • Mentor and guide Project Managers, Graduates, and Apprentices.
  • Foster a culture of accountability, professionalism, and collaboration.

Stakeholder Engagement

  • Maintain strong stakeholder relationships (internal & external).
  • Act as key business development point of contact.

Operational Excellence

  • Optimise project governance, risk, quality, schedule, and finance.
  • Ensure agile and efficient resource allocation.
  • Apply digital project management tools proficiently.

Requirements

Experience & Expertise

  • Minimum 6 years of consultancy experience delivering full-spectrum project management services:
    • Chairing meetings, documenting proceedings, devising Project Execution Plans (PEP), and preparing reports.
  • Proven background in the Water industry (highly desirable).
  • Expertise in NEC contracts (preferably NEC4).
  • Experience working with co-located client teams secondments.
  • Strong bid submission preparation skills.

  • Relevant degree in:
    • Project Management
    • Engineering
    • Environmental Sciences
    • Construction Management
  • Project Management Qualifications:
    • APM Project Management Qualification (PMQ)
    • PRINCE2 Accreditation
  • Membership in or affiliations with:
    • Association for Project Management (APM)
    • Chartered Institute of Building (CIOB)
    • Institution of Civil Engineers (ICE)
    • Royal Institution of Chartered Surveyors (RICS)
