At AECOM, we are proud to have been appointed to all three Flood Risk and Asset Management (FRAM) Lots, the first announced under the UK Government Commercial Agency’s Construction Professional Services 2 (CPS2) Framework—deepening our 25-year partnership with the Environment Agency.
We will support the Environment Agency in ensuring the safe and efficient delivery of their record investment program, reducing flood risk, and delivering projects that protect communities and benefit the environment.
We are inviting Senior Project Managers (SPMs) and Associate Project Managers (APMs) to join our Infrastructure Project Management team. Based in our North, Midlands, and Scotland Region (operating across 8 offices), you will guide water projects across the FRAM initiative, contributing to ambitious growth for our teams and communities.
Here, innovation meets ambition. As a SPM, you will work with your peers and direct reports to champion, coordinate, and deliver cutting-edge solutions across the project lifecycle—from inception, through design and procurement, to site delivery and commissioning.
Key Responsibilities
- Lead the delivery of multi-disciplinary project teams, ensuring collaborative, on-time, and high-quality outcomes throughout the project lifecycle.
- Work with other Senior and Associate Project Managers, Directors, and cross-functional teams to guide projects from concept to commissioning.
- Provide mentoring and growth opportunities for Project Managers, Graduates, and Apprentices.
- Establish and maintain project governance—defining clear roles, responsibilities, and accountability frameworks aligned with organisational standards.
- Manage client-side operations, including stakeholder engagement, Health & Safety, risk, quality, schedule, and contracts (primarily NEC ECC or PSC).
- Ensure projects meet client satisfaction (scope, cost, time) and commercial objectives.

Project Execution Tasks:
- Chair project meetings, prepare minutes, and develop Project Execution Plans (PEPs).
- Authorise PEP commitments and generate accurate tender documentation.
- Proactively engage with stakeholders and teams to align on project scope and deadlines.
- Lead bid submission for new projects and contract submissions.
- Resource Management: Secure requisite skills and manage subcontractors’ performance.
- Client Relationships: Foster strong links with stakeholders while championing new and existing client opportunities.
- Certification: Lead and steer the project team toward NEC-approved excellence.
Requirements and Qualifications
Experience (Essential):
- Infrastructure Project Management (especially Water industry experience).
- Proven expertise in NEC3/4 contracts, particularly NEC Engineering and Construction Contracts (ECC) or Professional Services Contracts (PSC). NEC ECC Accreditation is critical.
- Experience in collaborative, multi-organisation, or integrated teams.
- Bid management and pricing experience (e.g., drafting RFQs, submissions).
Skills & Mindset:
- Outstanding communication (written & verbal) and organisational abilities.
- Relationship building at all levels—clients, team members, and business networks.
- Adversity is resilience in the face of remote and on-site challenges.
- Project management qualifications (e.g., APM PMQ, PRINCE2) are desirable.
- Membership or accreditation with professional bodies like APM, CIOB, ICE, or RICS preferred.
- APC/passes required on standard contracts.
- Experience working within client organisations (direct hire, co-house, or secondment).
Education & Continuous Growth:
A degree in project management, engineering, environmental science, construction, or relevant discipline (regardless of industry). Security clearance voucher must be accepted for roles involving government/critical infrastructure (subject to successful screening).
