The Role: Senior Quantity Surveyor
Summary
We are seeking an experienced and commercially minded Senior Quantity Surveyor to provide expert commercial support across facilities management, property maintenance, and construction projects under the USVF contract. In this key role, you will ensure effective cost control, commercial governance, and successful delivery of projects across RAF Lakenheath.
This on-site role requires:
- Strong cost management and contract administration skills.
- Proactive monitoring of budgets and risks.
- Collaborative leadership with teams, suppliers, and clients.
- Ability to travel regularly across USVF sites, including holding a full UK driving licence and meeting security standards.
Salary:
£60,000–£70,000 per annum
Responsibilities
Key Deliverables
- Provide expert commercial support across core services and Billable Works, developing robust cost models, tender documentation, and work proposals.
- Oversee the full project lifecycle: from planning and pricing to delivery, final accounts, and post-contract cost control.
- Maintain strong commercial control, managing budgets, achieving financial targets, and mitigating risks.
- Monitor monthly cost reporting, review supply chain performance, and provide insights to enhance commercial performance.
- Collaborate with internal teams, DIO (Defence Infrastructure Organisation), clients, and suppliers to build relationships, resolve payments/disputes, and drive contract compliance.
- Ensure alignment with health and safety, sustainability, and regulatory obligations, contributing to process improvements and value initiatives.
- Drive adoption of collaborative working practices (e.g., BS 11000).

Specific Tasks
- Review and manage project changes, aligning with contractual obligations.
- Support proposal development, contract price structuring, and variation costing.
- Optimise supply chain value by negotiating with and evaluating performance.
- Proactively identify commercial risks, proposing mitigations.
- Be ambassadors for customer needs and quality standards.
Requirements
Professional & Technical Skills
- Proven expertise in quantity surveying, commercial management, construction, property maintenance, or facilities management.
- Understanding of contract administration, cost modelling, tender management, and commercial decision support.
- Experience supporting complex, multi-project environments with financial oversight.
- Proven ability to balance cost, risk, and customer service across projects.
Experience
- At least 5+ years in roles requiring leadership, financial accountability, or policy compliance—preferably within defence, MOD, or regulated environments.
- Hands-on experience setting costing and pricing frameworks.
- Familiarity with asset/construction projects (faces of work: maintenance, renovation, construction projects).
- Knowledge of collaborative working practices, JCT, NEC, or other major frameworks.
- Understanding of health, safety, and environmental (HS&E), defect management, and compliance risks.

Essential Qualifications
- Bachelor’s or Master’s degree in Quantity Surveying/Construction Financial Management, or Chartered Membership of RICS (or equivalent).
- Compliance with CIS-Scrubbed status (or ability to become compliant).
- Full UK driving licence.
- Security clearance eligibility (regular travel, defence environment also involved).
