Interim Commercial Manager (Contract)
Location: Remote
Contract: Interim / Day Rate
Duration: Until the end of September 2026 (with potential extension)

Are you an experienced Commercial Manager or Senior Quantity Surveyor with a track record of delivering complex infrastructure bids?
I'm working with a leading organisation that is looking for an Interim Commercial Manager to play a key role in the delivery of a major National Highways framework bid. This is a hands-on opportunity where you'll take ownership of the commercial clarification and bid submission process, ensuring everything is delivered accurately and on time against fixed external deadlines.
The Role
Working closely with the Commercial Manager and Bid Director, you'll lead the clarification and submission workstream, coordinating multiple stakeholders and ensuring all bid documentation is complete, compliant, and submitted successfully through the Jaggaer procurement portal.

This role would suit someone who thrives in fast-paced bid environments, has exceptional attention to detail, and can confidently manage competing priorities with minimal supervision.
Key Responsibilities
- Manage the end-to-end clarification process for a major infrastructure tender.
- Coordinate clarification responses with commercial, operational, and technical teams.
- Submit clarification queries through Jaggaer within strict National Highways deadlines.
- Review clarification responses and update Schedule of Rates (SOR) and supporting bid documentation.
- Manage document control, version control, and audit trails throughout the tender process.
- Upload and quality assure all final submission documents within the procurement portal.
- Ensure successful bid submission and maintain a full audit record.
- Identify and escalate risks to the Commercial Manager and Bid Director where appropriate.

About You
You'll ideally bring:
- Proven experience as a Commercial Manager or Senior Quantity Surveyor within construction, highways, or infrastructure.
- A strong background supporting large, complex tender submissions.
- Experience using Jaggaer or similar e-tendering platforms such as Bravo, Delta, or InTend.
- Excellent document control and commercial administration skills.
- Experience managing Schedule of Rates (SOR) updates.
- Strong stakeholder management and communication skills.
- The ability to work independently and deliver under tight deadlines.
Desirable Experience
- National Highways framework bids.
- NEC contracts.
- Public sector infrastructure tenders.
- Supporting post-award mobilisation activities.
