The Opportunity

We are seeking a Senior Quantity Surveyor to join our Engineering business unit, supporting the Environment Agency Asset Operation, Maintenance & Response (AOMR) framework.

This is a key leadership role, created to ensure continued strength and stability within the commercial team, where you will take ownership of the EA portfolio and help lead, manage and develop the commercial function across multiple civils projects.

You will play a vital role in managing commercial performance, supporting delivery teams and ensuring projects are delivered efficiently, profitably and in line with contractual requirements.

What You’ll Be Doing

As a Senior Quantity Surveyor, you will take responsibility for both commercial delivery and team leadership:

Commercial Management & Delivery

  • Lead the commercial management of multiple civils schemes across the EA AOMR framework
  • Prepare and oversee applications for payment, CVRs, forecasts and final accounts
  • Manage cost control, cash flow and financial performance across the portfolio
  • Ensure all contractual entitlements, variations and claims are effectively managed

Team Leadership & Development

  • Lead and support members of the commercial team across the EA portfolio
  • Provide guidance, mentoring and oversight to Quantity Surveyors and junior staff
  • Drive consistency and best practice across commercial processes

Framework & Project Delivery

  • Work closely with operational teams to deliver projects safely, on time and within budget
  • Support planning, programming and risk management activities
  • Drive continuous improvement across project delivery and commercial performance

Subcontractor & Supply Chain Management

  • Oversee procurement, negotiation and management of subcontractors
  • Ensure robust commercial control through to final account settlement

Client & Stakeholder Engagement

  • Act as a key commercial interface with the Environment Agency
  • Build strong relationships with internal teams, stakeholders and supply chain partners
  • Provide clear reporting and commercial insight to senior management

About You

We’re looking for an experienced and commercially astute Senior Quantity Surveyor with strong leadership capability and a background in civil engineering.

You will bring:

  • Proven experience as a Quantity Surveyor or Senior Quantity Surveyor within civil engineering or infrastructure
  • Experience working within frameworks or maintenance environments (Environment Agency or water sector desirable but not essential)
  • Strong knowledge of NEC contracts and commercial processes
  • Experience managing multiple projects and commercial outputs simultaneously
  • Leadership experience, with the ability to mentor and develop more junior members of the team
  • Strong communication, negotiation and stakeholder management skills

Qualifications

  • Degree, HNC or HND in Quantity Surveying or a related discipline
  • CSCS card
  • Professional membership (RICS/ICES) or working towards (desirable)
