Lead Contract Administrator (Quantity Surveyor – Water Infrastructure)
The business continues to grow, and we have a significant order book of secured future projects. United Infrastructure Water designs, builds, and maintains critical water and wastewater assets on behalf of the UK’s water companies.
About the Role
Our Water Infrastructure business is seeking an experienced Contract Administrator specialising in Quantity Surveying to join its team. This is a critical opportunity to take ownership of end-to-end contract management across a range of water and wastewater projects. You will play a key role in ensuring smooth execution, compliance, and commercial success while supporting the delivery of high-impact infrastructure.
Key Responsibilities
Contract & Payment Management
- Negotiate terms and conditions of subcontracts and manage payments to specialist contractors and key suppliers.
- Ensure compliance with all contractual obligations, rights, and responsibilities.
- Review processes outlined in NEC 4 (Options A, B & E) to manage changes and amendments during contract execution.
Change & Risk Oversight
- Analyse impact of variations, changes, and possible liability exposure in line with NEC compliance.
- Track progress and monitor adherence to obligations through structured monitoring and tracking.

Full Commercial Management
- Perform baseline estimating for pre-contract, tendering, design, pricing, and construction phases.
- Conduct program management and report on performance in terms of programme, cost, and key events/issues.
Site & Final Account Administration
- Undertake site visits to administer contracts in real-time, evaluating progress.
- Execute the closeout process—verifying contract agreements, compliance with all terms, final payments, and issue resolution.
Collaborative & Strategic Work
- Ensure seamless collaboration with clients, subcontractors, and cross-disciplinary teams.
- Assist in assessing budget impact from modifications and capture/provide cost variance reporting.
Requirements
Essential
✅ 3+ years post-qualification Quantity Surveying experience within civil engineering or utilities infrastructure. ✅ Strong expertise in water and wastewater projects (e.g., treatment works, pipelines, pumping stations, reservoirs, network upgrades). ✅ Experience on AMP frameworks (preferably AMP7/AMP8). ✅ Demonstrated ability in full project lifecycle commercial management, from pre-contract through final accounts. ✅ Strong experience administering NEC contracts, including compensation events, early warnings, and programme impact considerations. ✅ Proficiency in cost planning, forecasting, and budget control, particularly for large-scale infrastructure projects. ✅ Track record of managing subcontractor procurement, payments, variations, and final accounts. ✅ Ability to prepare and negotiate valuations, change controls, and commercial reports. ✅ Proven leadership in mentoring junior QS/Commercial Assistants. ✅ Collaborated effectively in integrated project delivery teams and with client stakeholders. ✅ Advanced risk management and value engineering skills, embedded in regulated utility environments.

Desirable Additional Benefits
🔹 Experience working alongside Tier 1 contractors or major water frameworks. 🔹 Familiarity with Ofwat regulatory requirements and commercial drivers. 🔹 Knowledge of cost management systems and industry-specific reporting tools.
