Job Summary

Full commercial management of housing projects from conception to completion. Provide essential financial and analytical support to inform land purchase exercises, ensuring clear consideration of materials and labour costs. Manage the flow of Health & Safety information from the Commercial Department.

Carry out commercial duties as defined in CDM (Construction Design and Management) regulations. Monitor and report build costs periodically, highlighting any savings or excesses.


Primary Responsibilities

Full Commercial Management of Housing Projects

  • Calculate and monitor prime costs across developments, accounting for:
    • House pricing
    • Labour costs
    • Site work operations
    • Remediation work
  • Reconcile whole-site infrastructure budgets and align them with phased development phases.
  • Provide detailed cost budgets to Site Managers at key decision points.
  • Implement value engineering solutions to optimise profit and efficiency.
  • Maintain schedules of quantities (Bill of Quantities) and price them for prime cost budgeting.
  • Prepare and authorise Site Budgets with the Business Unit Management Team.
  • Oversee the adoption process of public works.
  • Assist in finalising/agreeing Housing Association contracts.
  • Manage Housing Association valuations and attend site meetings.
  • Handle Closed Contracts provisions and orders.
  • Support Customer Services in resolving defects and maximising cost recovery under Contract Agreements.
  • Ensure consistent processes, documents, and procedures for the surveying team.
  • Pricing and managing subcontractors within the Customer Options system.

Provide Information for Land Purchase Exercise

  • Assess land opportunities, familiarising yourself with the geographical area and site-specific challenges.
  • Prepare estimates for prime costs, including subcontracted work and materials.
  • Use COINS systems to develop feasibility studies incorporating development costs.

Monitor and Report Costs

  • Apportion total prime costs across individual plots and produce profit analyses for the Director.
  • Monitor and explain subcontractor cost movements.
  • Procure subcontractors, handling payments, variation orders, day works, and final account settlements.
  • Conduct monthly valuations at budgeted costs, calculating both profit on completed work and potential future profit (for Work in Progress, or WIP, valuation).
  • Report savings/overruns against budgets to the Director.
  • Forecast final accounts.

General Duties

  • Stay current with codes of practice (e.g., Building Regulations, NHBC requirements, HSE regulations).
  • Monitor, reconcile, and recharge shared costs with other Group businesses or external entities.
  • Attend relevant meetings (project, pre-tender, pre-start, specification updates).
  • Maintain computer-based databases/systems used in commercial management.
  • Visit sites regularly to perform commercial functions and support efficient project delivery.

Experience, Qualifications & Technical Requirements

  • Extensive industry experience in the construction/housebuilding sector.
  • Strong understanding of Building Regulations, NHBC standards, and Health & Safety regulations.
  • Industry-specific certifications or qualifications preferred.
  • Excellent managerial and negotiation skills with internal and external clients stakeholders.
  • Proficiency in contract law applications.
  • IT-literate, with preferred familiarity with COINS systems.
  • Ideally, a member of CIOB (Chartered Institute of Building) or RICS (Royal Institution of Chartered Surveyors).
