Senior Consultant – Safety Risk and Reliability (Rail Industry)

The Opportunity

Arup’s risk and reliability consultants provide expert analysis in:

  • Safety engineering
  • Safety management
  • Reliability for some of the world’s most complex and high-profile infrastructure and transport projects.

You’ll join Arup as a Senior Consultant within our Safety Risk and Reliability team, taking a leading technical role on small to medium rail industry projects—or defined workstreams within larger programmes. The role is predominantly rail-focused, spanning safety assurance across the full rail value chain, including:

Key Areas of Responsibility

  • Train control and signalling systems, including:
    • Conventional and digital railway applications such as ETCS / ERTMS, CBTC, interlockings, train protection and traffic management systems.
  • Rail infrastructure, covering:
    • Track, civil structures, stations, depots, power supply, and fixed assets.
  • Railway communications systems, such as:
    • Safety-related and operational communications (e.g., GSM R, FRMCS, data and control networks).
  • Rolling stock, including:
    • Vehicle integration, interfaces, modification, and change management.
  • Operations, maintenance, and change, including:
    • Operational concept development, degraded modes, asset management, and system upgrades.

Projects vary in maturity, complexity, and precedent—some involve well-established technologies and regulatory expectations, while others require first-principles engineering judgment where guidance is evolving or incomplete.


In This Role, You Will

  • Lead delivery of defined safety assurance tasks, work packages, or small projects, ensuring outputs meet time, cost, and quality standards.
  • Deliver system safety activities, including:
    • Hazard identification (HAZID)
    • Hazard and operability studies (HAZOP)
    • Failure modes, effects, and criticality analysis (FMECA)
    • Fault tree analysis (FTA)
  • Chair and facilitate safety workshops with clients, partners, and technical specialists.
  • Coordinate and implement technical safety and risk engineering activities, such as:
    • Hazard identification and analysis
    • Safety case and safety justification development
    • Safety management systems
  • Support clients introducing new or evolving technologies, addressing emerging challenges such as:
    • Decarbonisation and sustainability
    • Digitalisation and data-driven railway systems
    • Climate resilience and adaptation
  • Work with Independent Safety Assessors / Assessment Bodies (ISA / AsBo), preparing safety evidence and responding to findings.

Is This Role Right for You?

We’re looking for a Senior Consultant with:

  • Chartered Engineer status, with membership of a relevant professional institution.
  • Strong experience leading safety and risk assessment programmes (both quantitative and qualitative) in system safety engineering, specifically within the rail sector.
  • Proven understanding of safety assurance activities required for Authorisation for Placing into Service (APiS) for rail systems, subsystems, or assets, including:
    • Solid knowledge of UK and European railway legislation (e.g., ROGS, CSM RA, NTSNs, TSIs)
    • Application of International Level Standards (EN 50126 / 50716 / 50129)
  • Hands-on experience with safety analysis techniques, such as:
    • HAZID, HAZOP, FMECA, FTA
    • Safety case and safety justification development
  • Experience across multiple rail value chain elements, including:
    • Infrastructure, signalling, rolling stock, communications, or operations.
  • Experience working with ISA / AsBo, either as an ISA or in close collaboration with them, including supporting independent safety assessment processes.
  • Fluency in Danish, Dutch, and/or German (spoken and written) for European project delivery (non-essential but preferred).
