Deputy Principal Specialist, Regulatory Compliance

About the Role

Act as deputy to the Principal Specialist, Regulatory Compliance, providing independent verification of compliance claims while supporting the deployment of operational change.

Apply strong engineering judgement and change management expertise to minimise risk and reduce costs associated with new or modified systems. Ensure the safe and timely deployment of changes by independently verifying compliance arguments within regulatory and assurance documentation, which are mandatory prerequisites for entry to service.

Principal Accountabilities

  • Ensure the organisation maintains robust evidence that operational systems comply with UK and EU regulatory requirements, by applying established processes to guarantee submissions to regulatory authorities are accurate, complete, and timely.
  • Analyse legislation, regulation, and technical specifications to identify compliance risks and impacts, and communicate findings clearly across the organisation.
  • Escalate concerns to the Principal Specialist, Regulatory Compliance.
  • Provide expert advice and guidance to:
    • Accountable managers
    • Project teams
    • Technical specialists on:
    • Regulatory interpretation
    • Standards application
    • Internal assurance processes
  • Support the ongoing monitoring and management of organisational compliance with applicable regulatory frameworks, ensuring risks are identified, documented, and actively managed.
  • Monitor relevant external standards and regulatory developments, assess their applicability, and inform impacted business areas accordingly.
  • Maintain:
    • Internal compliance repositories
    • Registers
    • Liaiseuris
    • Guidance material
    • External standards subscriptions
  • Deliver training and awareness activities on relevant:
    • Legislation
    • Regulation
    • Standards
    • Internal compliance processes
  • Liaise with:
    • Regulatory authorities
    • External oversight bodies to:
    • Seek clarification
    • Agree compliance approaches
    • Support effective regulatory engagement.

Job Scope

This role involves:

  • Analysing legislation, regulation, and technical specifications to support queries and identify risks.
  • Providing independent compliance verification for operational change.
  • Influencing and challenging stakeholders across:
    • Engineering
    • Operational
    • Management
  • Liaising with regulatory authorities.

Autonomy

  • Operate with minimal supervision, working closely with the Principal Specialist, Regulatory Compliance.
  • Escalate by exception to senior leadership only for high-risk issues or matters with significant strategic, resource, or schedule implications.
  • Act as deputy to the Principal Specialist, Regulatory Compliance.

Experience, Qualifications & Skills

Essential

  • A Bachelor’s degree (or equivalent) in:
    • An engineering or technical discipline
    • Or a recognised structured engineering training programme with substantial professional experience.

  • Significant experience working with complex engineered systems in a regulated or safety-critical environment.

Desired

  • Significant knowledge of Air Traffic Management (ATM) and associated systems.

  • Significant knowledge of applicable regulatory frameworks, legislation, and standards at:

    • National
    • International levels.
  • Experience with:

    • Change management
    • Experience with requirements, assurance, and compliance documentation across system lifecycles.
  • Proven ability to:

    • Communicate effectively with:
      • Managers
      • Technical specialists
      • Regulators
      • External bodies

    on complex technical and regulatory matters.

  • Personally:

    • Credible
    • Confident and professional
    • Able to influence, challenge constructively, and engage effectively across all levels of the organisation.
