Our role is to protect the public and maintain confidence in the nursing and midwifery professions. As the largest independent regulator in Europe of more than 860,000 nursing and midwifery professionals, we have a crucial role in making this a reality.
Our Purpose
We:
- Set and promote high education and professional standards for all future and registered nurses and midwives in the UK, and nursing associates in England
- Ensure every nurse, midwife, and nursing associate meets clear standards of conduct and practice that protect the public and maintain the professions' reputation
- Investigate concerns and take steps to protect the public in rare instances where practice needs to be limited or restricted
We are building a new NMC with integrity, fairness, respect, equity, and effectiveness at its core. We are determined to improve and modernise our culture and ways of working to ensure public confidence in our work.
About the Team
This role is available on an initial fixed-term contract until 30th April 2027.

Safeguarding is at the heart of everything we do. As the regulator of over 850,000 nursing and midwifery professionals across the UK, we have a responsibility to protect both the public and the wellbeing of everyone engaged with us.
Our Safeguarding Team plays a critical role in:
- Protecting vulnerable adults, children, and young people
- Identifying and managing risks appropriately
- Embedding safeguarding across the organisation
The team provides expert advice, drives organisational learning, supports complex decision-making, and ensures we meet our legal and regulatory obligations.
This highly visible team works on some of the most sensitive and complex high-risk issues, influencing decision-making at all levels, guiding colleagues in challenging situations, and shaping safeguarding understanding and delivery across the NMC.
Your Role & Impact
This position offers an opportunity to provide safeguarding leadership at an organisation where public protection is its core purpose.
As Senior Safeguarding Manager, your responsibilities will include:
- Leading day-to-day operational delivery of safeguarding across the NMC
- Ensuring safeguarding is embedded in decision-making, regulatory processes, and organisational culture
- Providing expert oversight on highly complex safeguarding concerns, often involving significant risk or vulnerable individuals

Key Responsibilities:
Operational Delivery
- Drive delivery of the Safeguarding Hub, ensuring risks are identified early and appropriate action is taken to protect those at risk
- Work collaboratively with colleagues across:
- Fitness to Practise
- Public Support Services
- Professional Support and Engagement
- Legal Services
Strategic and Specialist Tasks
- Provide specialist advice on high-risk and complex cases, balancing risk, evidence, legal considerations, and stakeholder perspectives
- Collaborate with safeguarding partners and statutory agencies to ensure appropriate escalation and action
Organisational Improvement
- Identify emerging risks and themes, leading initiatives to improve safeguarding practice and learning
- Oversee quality assurance activity
- Lead the implementation of an ambitious safeguarding work programme
Leadership and Representation
- Manage and develop safeguarding colleagues
- Represent the NMC in internal and external meetings, case conferences, and stakeholder forums
Your work will shape safeguarding practice company-wide, strengthening protocols while ensuring vulnerable individuals remain protected.
What You’ll Bring
This role requires an experienced safeguarding leader who can:
- Influence at senior levels and navigate complex challenges with balance, expertise, and credibility
Key Requirements:
- Significant senior-level experience within safeguarding, health, social care, regulation, or related fields, providing advice on complex and high-risk matters
- Extensive knowledge of safeguarding legislation and multi-agency arrangements, with an understanding of how it operates in complex organisational settings
- Proven involvement in managing sensitive, high-profile safeguarding concerns—balancing risk, evidence, legal nuances, and multiple stakeholder inputs
- Strong leadership skills with the ability to build trust, provide credible challenge, and maintain relationships across internal teams and external partners
- Excellent analytical and decision-making skills to interpret complex information and identify emerging risks
- Experience leading reform initiatives, quality assurance, or audit activities to strengthen practice and learning
- A commitment to equality, diversity, and inclusion—ensuring safeguarding reflects the needs of diverse communities
- Professional courage, integrity, and resilience, with the determination to champion safeguarding even in delicate situations

- Flexible Role: Requires movement based on workload needs, supporting quick, efficient case resolutions. This will not affect your terms and conditions or pay.
