Job Summary
We are seeking an experienced and collaborative Senior Ruby Developer to join a large-scale UK government agency. You will be a core member of a blended agile delivery squad comprising civil servants and supplier staff, working to build and enhance high-volume, citizen-facing digital services. These critical services process tens of millions of customer transactions and billions of digital interactions annually.
In this role, you will focus on developing secure, accessible, and user-centred interfaces and services using a front-end stack of Ruby on Rails and React. You will also integrate these interfaces with a modern API-first back-end ecosystem built on Java SpringBoot and AWS serverless technologies. Operating at SFIA Level 4, you will take ownership of complex technical tasks, champion modern engineering practices, and actively mentor peers to uplift the capability of the wider team.
Key Responsibilities
- Software Development: Design, build, and support full-stack digital services using Ruby on Rails and React.js front-ends, ensuring high performance, scalability, and clean code.
- Service Integration: Integrate front-end interfaces with Java Spring Boot microservices and AWS serverless components (API Gateway, Lambda, Node.js) while decomposing legacy interfaces to maintain service continuity and data integrity.
- Engineering Standards: Ensure all software rigorously meets the Government Digital and Data (GDD) Service Standard, the Technology Code of Practice, and departmental secure-by-design engineering principles.
- Agile Delivery: Work collaboratively within blended, multidisciplinary agile squads, partnering with Product Owners, Agile Delivery Managers, Business Analysts, and SDETs to define acceptance criteria and deliver sprint outcomes at pace.
- Quality & CI/CD: Strengthen continuous integration and continuous deployment (CI/CD) pipelines and automated testing practices (TDD/BDD) to improve deployment frequency, code quality, and reliability.
- Service Reliability: Embed service reliability through observability, proactive monitoring, alerting, and incident management to reduce mean time to recovery.
- Production Readiness: Enable live operations and production readiness through comprehensive documentation, evidence gathering, and supporting GDS service assessments across alpha, private beta, and live phases.
- Knowledge Sharing: Facilitate knowledge transfer, review code, and coach colleagues to uplift internal capability and support sustainable, long-term service ownership.

Essential Skills & Experience
- Core Programming: Deep, commercial expertise in developing scalable web applications using Ruby on Rails and React.js.
- Public Sector Delivery: Proven experience delivering secure-by-design, user-centred digital services aligned to the GDS Service Standard within complex, high-volume government environments.
- Modern Architecture: Strong practical knowledge of cloud-native development (primarily AWS), API-first design principles, and RESTful microservices architecture.
- DevOps & Automation: Hands-on experience integrating code into CI/CD pipelines (e.g., Jenkins, GitHub Actions) and utilizing containerisation and infrastructure-as-code tooling.
- Security & Accessibility: Comprehensive understanding of secure coding practices (e.g., OWASP), data encryption, and WCAG 2.2 accessibility compliance.
- Agile Mindset: A strong track record of operating effectively in blended, multi-supplier agile environments (Scrum/Kanban), adapting to legislative or policy-driven change.

Desirable Skills & Experience
- Broader Tech Stack: Experience or familiarity with the wider strategic tech stack, specifically Java Spring Boot and AWS serverless patterns (Lambda, DynamoDB, API Gateway).
- Legacy Transformation: Experience supporting large-scale digital transformation programmes involving legacy modernisation and migrating services away from older platforms (e.g., AIX, Oracle, Natural/Adabas).
- Cross-Government Platforms: Prior experience integrating digital products with cross-government capabilities, such as GOV.UK One Login, GOV.UK Pay, GOV.UK Notify, or digital wallets.
- Data Environments: Experience working with high-throughput bulk data processing pipelines, ETL processes, and datastores like PostgreSQL or MySQL.
