An exciting opportunity has arisen within the Morgan Sindall Welsh Water Survey Framework for an experienced Survey Team Lead / Survey Operations Manager to join our long-established and successful survey team.
This is a fantastic opportunity to join a well-established team that has delivered high-quality survey services to Welsh Water for over 20 years. Our surveys play a vital role in providing critical information to designers and clients, helping reduce the impact of sewer flooding on communities and the natural environment.
The Role
You will be responsible for the day-to-day management, coordination and delivery of a diverse portfolio of survey investigations across Welsh Water assets, ensuring the highest standards of quality, safety and client service.
You will lead both office-based and field survey teams, manage subcontractors, oversee survey programmes and act as the primary interface between Morgan Sindall, Welsh Water and delivery partners.
Key Responsibilities
Survey Delivery & Programme Management
- Manage and programme survey activities to meet client and third-party deadlines.
- Ensure optimum productivity and utilisation of in-house survey crews.
- Coordinate and oversee a wide range of surveys, including:
- Sewer manhole and asset surveys
- CSO surveys
- Sewage pumping station surveys
- Wastewater treatment works surveys
- CCTV surveys and reporting
- Flow and network surveys
- Rising main investigations
- 3D and point cloud surveys
- Drone surveys
- Topographical surveys
- River aesthetic and water quality surveys
- Impermeable area and connectivity surveys
- Infiltration investigations
Team Leadership
- Lead and support office-based personnel and survey crews.
- Manage training, development, wellbeing and performance of team members.
- Address employee relations and disciplinary matters where required.
- Work closely with the Senior Survey Supervisor to ensure efficient field operations.
Client & Stakeholder Management
- Act as the face of the Morgan Sindall Survey Team for Welsh Water.
- Respond professionally and promptly to client, design partner and construction partner enquiries.
- Attend multi-disciplinary meetings and provide survey progress updates.
- Build and maintain strong working relationships with all stakeholders.

Quality, Safety & Compliance
- Ensure surveys are delivered to the highest quality standards.
- Support quality assurance processes for asset and CCTV surveys.
- Monitor standards and provide constructive feedback where improvements are required.
- Support the review and development of Risk Assessments and Method Statements (RAMS).
- Ensure compliance with Health, Safety, Environmental and Quality (SHEQ) requirements.
Commercial & Data Management
- Prepare survey quotations and cost estimates.
- Approve third-party scopes of work and associated payments.
- Maintain and manage survey databases and reporting systems.
- Produce weekly, monthly and ad-hoc performance reports.
- Manage survey data storage, archiving and SharePoint processes.
- Support forecasting and budget reporting activities.
About You
We are looking for a motivated and experienced survey professional with strong leadership skills and a passion for delivering high-quality services within the water and wastewater sector.
Essential Qualifications
- HND, Degree or Degree Apprenticeship in a relevant discipline.
- Full UK Driving Licence.
Essential Experience
- Experience working within the water and wastewater industry.
- Experience managing survey programmes and teams.
- Working knowledge of:
- Sewerage networks
- Water pipelines
- Wastewater treatment assets
- Investigation techniques for inflow, infiltration and hydraulic restrictions
- Sewer network defect identification and rectification principles
Essential Skills
- Strong Microsoft Office skills, particularly Excel.
- Experience using Microsoft SharePoint.
- Excellent communication and stakeholder management skills.
- Strong attention to detail.
- Ability to manage multiple priorities and deadlines.
- Experience producing high-quality technical reports.
- Ability to work independently whilst leading diverse teams.
Desirable Qualifications
- SMSTS or working towards qualification.
- Relevant CSCS Card.
- Traffic Management Supervisor qualification.
- Confined Space Training.
