Senior System Safety Engineer

Senior System Safety Engineer

We are seeking a Senior System Safety Engineer to support an exciting opportunity to deliver and develop our UK System Safety Assurance capability. This is a senior technical and leadership support role with accountability for the quality, consistency, and technical integrity of safety assurance outputs delivered by the team.

The role will suit an experienced system safety professional who can provide technical support, guidance, and review across safety assurance activities, while helping others develop their competence and confidence in applying relevant legislation, standards, processes, and good practice.

The successful candidate will support the delivery of safety assurance projects, assist with managing the safety assurance pipeline, contribute to the maintenance of document and process frameworks, and provide technical input into tenders, business development, and safety improvement initiatives.

Key Responsibilities

Technical Support and Guidance

  • Provide technical direction, review, challenge, and approval for safety assurance outputs.
  • Ensure projects meet applicable requirements under the Common Safety Method, Railway Interoperability Regulations, and relevant UK rail standards.
  • Lead the development and delivery of system safety strategies, safety assurance plans, system definitions, hazard records, safety justifications, and engineering safety cases.
  • Provide expert guidance on CSM-RA, EN50126, safety requirements, safety evidence, risk assessment, hazard management, and authorisation strategies.
  • Lead or support engagement with Assessment Bodies, Notified Bodies, Designated Bodies, clients, project teams, and other stakeholders.
  • Chair, facilitate, or provide senior support to HAZID, HAZOP, risk review, and safety assurance workshops.
  • Provide technical assurance that project outputs are suitable, sufficient, proportionate, and aligned with client and regulatory expectations.
  • Challenge conventional approaches where appropriate while maintaining compliance with legislation, standards, and recognised good practice.

Safety Assurance Pipeline Management Support

  • Manage the technical delivery and output of the safety assurance project pipeline.
  • Support with workload allocation, delivery priorities, technical resource planning, and programme commitments.
  • Support with monitoring the quality, progress, and consistency of safety assurance deliverables across live projects.
  • Identify delivery risks, resource constraints, technical gaps, and project dependencies.
  • Ensure safety assurance deliverables are produced efficiently, accurately, and to agreed timescales.
  • Maintain visibility of current and upcoming work to support business planning, recruitment, and team development.

Supporting Team Development

  • Support the progression, competence development, and professional growth of team members.
  • Support with defining technical expectations for different grades within the team and support career pathway development.
  • Support with technical reviews, lessons learned sessions, and internal knowledge-sharing initiatives.
  • Support recruitment, onboarding, training, and development of new safety assurance personnel.
  • Support with promoting a culture of technical excellence, collaboration, accountability, and continuous improvement and leadership at each person's level.
  • Support team members to ensure they are working within their competence and are supported appropriately on complex assignments.

Safety Assurance Framework and Process Support

  • Support with the management of the safety assurance document and process framework.
  • Support with the development, maintenance, and improvement of templates, procedures, guidance notes, checklists, assurance plans, hazard record structures, safety case formats, and review processes.
  • Ensure internal processes remain aligned with legislation, rail industry standards, client expectations, and recognised good practice.
  • Support with internal audits, technical reviews, and process improvement activities relating to safety assurance.
  • Establish consistent approaches to document quality, evidence management, technical review, approval, and traceability.
  • Identify opportunities and support development of improved efficiency through digital tools, standardised processes, and better knowledge management.
  • Support integration of safety assurance processes with wider business management systems, including quality, environmental, and health and safety requirements.

Project Delivery and Client Support

  • Lead or support the delivery of safety assurance work packages for rail infrastructure projects.
  • Support in the development of system safety and assurance plans, system definitions, hazard records, safety requirements, safety justifications, engineering safety cases, and authorisation strategies.
  • Support clients in understanding their duties under CSM-RA, Railway Interoperability Regulations, CDM, and other applicable requirements.
  • Prepare scopes of work, delivery plans, technical methodologies, and project assurance strategies.
  • Work collaboratively with designers, engineers, project managers, contractors, clients, and independent assessment bodies.
  • Provide senior technical representation at client meetings, assurance reviews, workshops, and governance forums.
  • Ensure project outputs are clear, well-evidenced, technically robust, and suitable for client and stakeholder use.

Tendering, Sales and Business Development

  • Support tender submissions by developing technical responses, methodologies, assumptions, exclusions, programmes, and resource estimates.
  • Provide technical input into pricing strategies and delivery models for safety assurance opportunities.
  • Support the sales team with client engagement, opportunity qualification, technical presentations, and proposal development.
  • Help identify new markets, services, clients, and growth opportunities for the safety assurance capability.
  • Contribute to framework bids, pre-qualification submissions, clarification responses, and capability statements.
  • Work with commercial and sales teams to ensure proposed solutions are deliverable, technically sound, and commercially viable.

Safety Initiatives, Marketing and Market Positioning

  • Support with internal and external safety initiatives that enhance RSK’s capability, reputation, and technical offering.
  • Work with the marketing team to support targeted campaigns, thought leadership, technical articles, presentations, and client-facing materials.
  • Identify relevant industry themes, regulatory changes, emerging risks, and client challenges that can inform marketing and business development activity.
  • Support the development of case studies, technical content, and campaign messaging for safety assurance services.
  • Represent the business at industry events, client briefings, webinars, conferences, and technical forums where appropriate.

Knowledge, Skills, and Experience

Essential

  • Strong knowledge of UK health and safety legislation and regulations.
  • Strong understanding of risk assessment processes, techniques, and safety assurance principles.
  • Significant experience as a competent practitioner in system safety within the rail industry.
  • Detailed understanding of the Common Safety Method and its application in a rail environment.
  • Good understanding of Railway Interoperability Regulations and associated authorisation requirements.
  • Experience developing and reviewing safety assurance plans, system definitions, hazard records, safety requirements, safety cases, and safety justifications.
  • Experience working with Assessment Bodies, Notified Bodies, Designated Bodies, or other independent assessment organisations.
  • Ability to lead technical delivery across multiple projects and manage competing priorities.
  • Experience reviewing, approving, and assuring technical documentation.
  • Strong knowledge of engineering design and construction principles, particularly in a UK rail context.
  • Good understanding of CDM Regulations and their application to infrastructure projects.
  • Familiarity with UK rail engineering standards, British Standards, and European Standards.
  • Ability to interpret technical information, workshop outputs, survey data, engineering documents, and project records.
  • Experience working within formalised assurance, quality, or management system processes.
  • Excellent written and verbal communication skills.
  • Ability to produce and review high-quality technical documentation with strong attention to detail.
  • Strong stakeholder management skills, including the ability to engage confidently with clients, project teams, assessors, and senior internal stakeholders.
  • Ability to lead, mentor, and technically develop others.
  • Strong time management, prioritisation, and delivery management skills.
  • Commercial awareness and experience supporting tenders, proposals, or client development activity.

Desirable

  • Degree-level qualification in engineering, safety, risk management, or a related discipline.
  • Chartered or incorporated engineer status, or working towards professional registration.
  • Membership of a relevant professional institution, such as IOSH, ICE, IET, IMechE, IRSE, or APS.
  • Experience leading a, or taking a lead role within a system safety, engineering assurance, or rail safety team.
  • Experience working to ISO 9001, ISO 14001, and ISO 45001 or equivalent management systems.
  • Experience supporting business development, technical sales, framework bids, or market-facing technical campaigns.
  • Experience developing technical processes, templates, assurance frameworks, or internal governance systems.
  • Experience delivering training, technical briefings, or competence development programmes.
