Technical Programme Manager – Llantrisant Health Park (LHP)
Contract Type: Fixed Term / Secondment until December 2027 (Extension anticipated to March 2029, subject to Phase 2 business case approval)
We are seeking an experienced Technical Programme Manager to play a key role in delivering Phase 1 of the Llantrisant Health Park (LHP) Programme, a major regional transformation initiative for South East Wales.
Phase 1 will deliver a Community Diagnostic Hub (CDH), supporting high-volume diagnostic services across the region. The role is responsible for managing the digital elements of the programme, working closely with clinical, estates, digital, and regional partners to ensure safe, timely and assured delivery.
You will provide strong programme leadership, overseeing inter-dependencies across digital systems, infrastructure, clinical technology and data, ensuring alignment with approved business cases, national standards and NHS Wales digital architecture. The role includes managing delivery plans, risks, issues and assurance, and supporting readiness for future phases of the LHP programme.
This is an ideal opportunity for a programme manager with experience of complex healthcare, digital, infrastructure or capital programmes, who enjoys working across organisational boundaries and contributing to transformational change at scale.

Location: south Wales – strategically bounded by Cardiff’s vibrancy, the Brecon Beacons, and Ogmore’s coastline, offering both urban sophistication and natural beauty.
Key Responsibilities
The Technical Programme Manager will:
- Provide day-to-day programme management for complex technical workstreams, ensuring delivery aligns with agreed business cases, timescales, budgets, and quality standards.
- Coordinate activity across digital, IM&T, estates, clinical technology, data and infrastructure teams, managing interdependencies and resolving issues.
- Develop and maintain robust programme plans, risk & issue logs, assurance reports, and governance documentation.
- Support procurement, mobilisation and implementation of digital and technical solutions, ensuring compliance with NHS Wales standards, cyber security requirements and information governance.
- Collaborate with clinical, operational and regional partners to support operational readiness, pathway enablement, and safe go-live.
- Provide clear progress updates to programme boards and senior stakeholders.
- Ensure decisions made in Phase 1 support scalability and alignment for future LHP phases.

Requirements
A strong leadership presence, paired with excellent communication skills and hands-on experience delivering complex programmes in healthcare, digital or infrastructure environments.
