Senior Technology Investment & Portfolio Lead - Marsh

Blueprint Two is reshaping how risks are placed, structured data is replacing manual processes, and AI is expanding what is possible across the placement lifecycle. Marsh’s UK Risk technology organisation needs a senior leader who understands this transformation, can drive it with commercial credibility, and can partner closely with the business. We are building the Office of the UK CIO - a new technology leadership function to transform how technology is designed, governed and delivered across Marsh UK Risk. Reporting directly to the CIO, the Senior Technology Investment & Portfolio Lead has a dual mandate: co-owning investment governance and portfolio leadership as the CIO’s primary accountability partner on budget, risk and delivery, while also acting as a senior technology partner to the business. We will count on you to: Co-own UK technology investment decisions with the CIO, chair Portfolio Governance Reviews, and co-author annual funding submissions. Own the UK technology risk register and ensure investment decisions align with business outcomes. Provide senior TPM leadership, supporting business units and TPMs in delivery and escalation. Manage key global relationships to align standards, capacity planning, and financial reporting. Oversee the health of the 2026 CTB portfolio and build the 2027 funding case. Design and embed the operating model, governance framework, and ways of working for the Office of the UK CIO. Ensure technology delivery meets regulatory and compliance requirements within the London Market context. What you need to have: Significant senior technology leadership experience in the London insurance market (Lloyd’s, specialty lines, wholesale broking, reinsurance, or major London Market insurer/provider is essential). Deep working knowledge of the London Market placement lifecycle, Lloyd’s governance, Blueprint Two, and regulatory obligations. Familiarity with London Market systems and integration patterns (Whitespace, PPL, ACORD, IMR, ECF, Lloyd’s Digital Services) and delegated authority models. Proven experience owning technology investment decisions at director level, including budget accountability, business case development, portfolio governance, and financial reporting. Strong senior stakeholder management skills at BU CEO, CFO, or C-suite level. Experience managing complex technology delivery in regulated environments and global technology relationships. Team management experience is essential. You will have direct line-management responsibility for three roles: Solutions Design Architect, Business Analyst (BA), and Strategic Technical Program Manager (TPM). Please ensure that your CV clearly highlights your experience managing teams. What makes you stand out? Experience designing or restructuring technology leadership functions, including operating model and governance framework. Knowledge of AI and data strategy in financial services or the London Market. Experience with product-led operating models, TPM/value stream structures, and outcome-driven delivery.
