Main Purpose of the Role
The Senior Electrical HV Tendering Engineer will develop high-value electrical project proposals (valued up to £15m+), spanning BESS, solar parks, data centres, and industrial & control (I&C) systems at 11/33/132kV levels.
Working closely with:
- Business Development
- Design Engineers
- Project Managers
You will ensure the successful submission of bids to new and existing clients while supporting mitigation of financial and technical risks. With growing demand in these sectors, Mitie is seeking an experienced Tendering Engineer to drive our expanding team forward.
Key Duties and Responsibilities
Bid & Opportunity Assessment
- Evaluate potential bid opportunities and conduct bid/no-bid reviews based on project and client criteria.
- Assess technical and commercial risks for each proposal.
Tender Preparation & Evaluation
- Verify the completeness and accuracy of client tender documentation.
- Compare and evaluate alternative solutions to meet project requirements.
- Play a technical and estimating role in preparing bids and quotes based on specifications and drawings, ensuring alignment with deadlines.
- Collaborate with Procurement to secure competitive quotes from subcontractors and suppliers.
Technical & Financial Responsibilities
- Conduct technical reviews of tenders and submit accurate cost estimates based on client specifications and project requirements.
- Provide formal handover documentation for accepted work, including project scope, assumptions, and clarifications.
- Attend handover meetings to explain proposals to internal and external stakeholders.

Administrative & Compliance
- Complete all company procedure documentation, financial records, and tender diaries.
- Maintain and peer-review proposals with the estimating team.
- Ensure compliance with HSQE (Health, Safety, Quality & Environmental) policies.
Stakeholder Engagement & Development
- Assist in client meetings with technical support.
- Mentor junior engineers and enhance the team’s technical understanding.
- Ensure a consistent proposal methodology across all bids.
- Generate monthly/weekly management reports as required.
- Build and manage a tendering database.
- Support post-project closure, including lessons learned analysis.
Contract & Legal Review
- Collaborate with the Bid Team to assess contract terms and conditions, ensuring favourable terms are referenced in all quotes.
Job Context & Key Challenges
- Fast-paced deadlines for preparing bids and securing approvals.
- Conflicting priorities—balance requirements between Business Development and technical teams.
- Cross-functional collaboration with Project Managers, Design Engineers, and variations teams.
- Approval authority for estimates up to £15m.
- Direct accountability to the Electrical Tendering Manager.
Qualifications and Experience
Essential Requirements
- Be highly mobile with a proven ability to excel in a fast-paced, customer-focused environment.
- Five+ years’ experience as Electrical Tendering Engineer in a high-volume setting, with safe working under pressure.
- HNC/HND in Electrical Engineering (or equivalent).
- Hands-on experience in the Distribution Network Operator (DNO) and non-regulated sectors.
- Advanced technical knowledge of:
- HV (11kV–132kV) and LV systems
- Switchgear, BESS, large-scale solar, and EV infrastructure.
- Strong understanding of I&C (Industrial & Control) systems.
Preferred Skills
- Knowledge of challenge bids (competitive tendering processes) and obtaining culturally aligned project sources.
- Experience in creating cost databases and using tendering software.
- Familiarity with Trust registers & Codes & Standards, particularly in renewables and energy ecosystems.
