About the Role
KPMG is establishing a "best in class" Quality Engineering and Testing Practice with a clear mission: to accelerate business change. By combining KPMG’s deep industry knowledge with leading test tools, methods and practices, they aim to help clients deliver efficient, high-quality change while minimising risk.
You will contribute to shaping this practice as a Senior Manager within KPMG’s Infrastructure, Government and Healthcare (IGH) team, specialising in the public sector. Your focus will be on growing and defining the testing practice across central and local government, defence, healthcare, education, and transport, taking ownership of revenue targets, opportunity pipelines, and market positioning.
Key Responsibilities
You will support the Testing Practice Director and Partners in the following areas:
- Grow the Testing Practice: Formulate unique, value-add propositions and solutions tailored to the public sector’s needs, while managing pursuit activity (bid management) to win new business.
- Hit Revenue Targets: Achieve individual sales targets by converting opportunities into high-value engagements.
- Lead Clients & Sector Growth: Play a key role in account/development across IGH to build the top line, leveraging industry expertise and delivery capabilities.
- Build & Manage Client Relationships: Cultivate strong partnerships within the public sector while adopting proven industry frameworks.
- On-Demand Delivery Leadership: As required, take a senior delivery role across engagements.

Job Requirements
Core Skill Base
- Strong sales and delivery expertise, with specific focus on:
- Proven bid management experience.
- Ability to mentor and coach junior team members effectively.
- Exceptional solution development capabilities as a Quality Engineering and Testing SME, with expertise in:
- Software testing within public-sector IT solutions and transformation projects.
- Enhancing existing solutions and building new ones.
- Strong people management: Sovereign ability to build high-performing teams with diverse skill sets to support growth.
- Project/Programme management: Experience leading as Programme Director/Engagement Manager, handling multiple engagements concurrently.
Sector & Industry Expectations

A proven track record, ideally within a major advisory business or leading institution, showcasing:
- Business Development success in the public sector (including IGH or sub-sectors like government/healthcare/defence).
- In-house experience of IT change programmes, including orchestration.

Detailed knowledge of the testing industry, covering:
- Testing services (types, costing, market routes).
- Tools (commercial/open-source, vendor selection, implementation).
- Practices (methods aligned with SDLC, test accelerators).
- Metrics (selection and application).
- Key market drivers and influencers, including suppliers, vendors, and industry standards.

- Technical coordination with IT/software teams to ensure seamless transformation under tight deadlines.
- Problem-solving elegance: Strong data analysis, root-cause investigation, and solution design.
- Stakeholder influence & communication: Ability to engage senior management, shape relationships, and lead teams collaboratively.
- Extensive industry networks to fuel business development opportunities.
- Self-driven and collaborative, with exceptional interpersonal and written communication skills.
