Service Charges & Rent Manager – Long Stratton, Norwich, Norfolk

Location: Long Stratton, Norwich, Norfolk

Salary: £49,680 per annum


About the Role

An exciting opportunity exists for a Service Charges & Rent Manager to oversee the operational management, administration, and communication of service charges and rent for 7,000+ homes, homeowners, freeholders, and garages across a Housing Association’s portfolio.

Key responsibilities include developing, implementing, and managing annual service charge budgets, ensuring regulatory compliance (e.g., Leasehold Reform Act), and maintaining transparent communication with residents regarding billing.


Key Responsibilities

  • Develop, implement, and manage annual service charge budgets for all properties, ensuring accuracy and transparency of financial processes.
  • Issue annual rent and charge statements in line with regulatory requirements and best practice, providing clear, concise breakdowns of costs and explanations for any changes.
  • Ensure compliance with laws, regulations, and housing legislation, including standards for service charges, utility billing, sinking funds, and leasehold responsibilities.
  • Provide clear, transparent communication to residents regarding billing, responding to queries, and explaining charges in understandable terms.
  • Collaborate with contractors, suppliers, and internal teams to ensure services (cleaning, maintenance, grounds management) are delivered as per agreements.
  • Lead systems upgrades and digital innovation to enhance service charge management and resident satisfaction.
  • Deliver a high standard of customer service, driving customer-centric outcomes.

Requirements

Education & Qualifications

  • Degree level (or equivalent) qualification in a relevant discipline, or qualified by experience.
  • Evidence of continued professional development (CPD).
  • Chartered Institute of Housing (CIH) Level 3 qualification (or above), or equivalent experience.

Experience & Expertise

  • Extensive experience in service charge and rent management, ideally within housing associations, public sector, or property management.
  • Proven knowledge of variable service charges, estate charges, sinking funds, and diverse rent regimes (Social, Affordable, Intermediate).
  • Leasehold management expertise, including Section 20 consultation processes, and experience working with third-party managing agents.
  • Understanding of welfare benefits, financial modelling, and compliance reporting.
  • Experience in operational management, team leadership, and delivering customer excellence against KPIs.
  • Strong change management skills, including systems migration and legislative adaptation.
  • Practice demonstrating transparency, fairness, and corporate governance compliance.

Additional requirements:

  • Substantial stakeholder management (internal and external).
  • Experience interpreting and implementing housing legislation changes (e.g., new Regulator of Social Housing standards).
  • Ability to communicate complex financial concepts in plain English.
  • Proficiency with housing management software and data-driven insights tools.
  • Track record in strategic roadmap planning and training delivery.
  • Proficient in Microsoft Excel and housing systems.

  • Flexibility for occasional travel and peak-period adaptations (e.g., annual billing deadlines).
