Job Summary

In this varied and critical role, you will support the design and implementation of people, engagement, culture and development initiatives that enable Service Delivery to achieve its strategic objectives.

The role sits at the heart of people insight, development and delivery. You will work in partnership with senior leaders, Service Delivery People Champions, HR and Organisation & Employee Development (OED) colleagues to translate people strategy and engagement priorities into practical, impactful solutions that are embedded into day-to-day delivery. The role will lead the strengthening of engagement and inclusion across Service Delivery, with oversight of activity within the Discretionary Recognition Scheme (DRS) platform for Service Delivery.

This includes not only oversight, but ongoing development and evolution of DRS to maximise its impact as a key engagement lever. The postholder will ensure people initiatives, particularly those enabled through DRS are insight-led, aligned to organisational priorities and deliver measurable, sustainable engagement across Service Delivery.

Job Description

You will work with senior leaders, Service Delivery People Champions and local teams to understand people, engagement and culture priorities, developing practical action plans aligned to the Service Delivery People Engagement and Culture Plan. You will support the design, delivery and evaluation of Service Delivery people interventions to enhance culture, engagement and overall employee experience.

You will facilitate engagement, cultural and change activity, including workshops and development sessions, to support the embedding of people initiatives. You will also analyse, interpret and report on people insight and metrics, including quarterly and annual engagement surveys, to identify trends, risks and opportunities and inform decision-making.

The role will support development activity aligned to Service Delivery priorities, working collaboratively with colleagues across People, Strategic Improvement and Planning.

You will build and maintain strong, trusted relationships with stakeholders across Service Delivery, OED and Customer & Strategy to ensure people priorities are aligned with, and support the effective delivery of wider culture, engagement and customer-focused objectives.

You will lead the development, ownership and continuous evolution of the Discretionary Recognition Scheme (DRS) within Service Delivery, alongside wider people tools and ways of working. This includes driving innovation using digital and emerging technologies to ensure DRS and associated tools remain impactful, scalable and aligned to Service Delivery priorities.

You will provide advice, challenge and problem-solving support to leaders and stakeholders to ensure people initiatives deliver impact.

  • Proven track record in the design and delivery of culture and engagement development interventions, or talent, engagement or culture change programmes.
  • Experience of facilitating workshops, learning or development sessions.
  • Experience of working confidently with senior leaders and diverse stakeholder groups.
  • Experience of using people insight and data to inform recommendations and action.
  • Strong written and verbal communication skills, with the ability to influence and advise.
  • Ability to work independently, manage competing priorities and deliver to agreed objectives and timescales.

Due to the nature of the role regular travel to other HM Land Registry offices will be required, including some overnight stays.

Where an individual taking up the responsibility will be based in Swansea Office, the ability to speak Welsh is desirable, however this will not be assessed during the process.

Under HM Land Registry’s hybrid approach to working you will be expected to spend at least 60% of your working time in your contracted home office. You must live within a commutable distance of your chosen office
