Service Manager
Registered Service Manager – Supported Living
Job Purpos eTo lead, manage, and develop a high-quality Supported Living service for adults with learning disabilities, autism, mental health needs, physical disabilities, and/or complex needs. The Registered Service Manager will ensure the service operates in compliance with CQC regulations, the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, and all relevant legislation while promoting person-centred care, independence, choice, and positive outcomes .The post holder will be responsible for service quality, safeguarding, staff management, financial performance, and ensuring people supported achieve their personal goals and aspirations .Key Responsibilitie sRegulatory Compliance and Governanc eRegister with the Care Quality Commission (CQC) as the Registered Manager where required .Ensure compliance with all CQC Fundamental Standards and relevant legislation .Maintain policies, procedures, and systems that promote safe, effective, caring, responsive, and well-led services .Lead on inspections, audits, and quality assurance processes .Ensure incidents, complaints, accidents, and safeguarding concerns are appropriately managed and reported .Leadership and Service Managemen tProvide strong leadership and management to support teams .Create a positive, inclusive, and values-driven culture .Ensure services are delivered in line with organisational values and person-centred principles .Develop and implement service improvement plans .Promote a culture of continuous learning and professional development .Person-Centred Car eEnsure individuals are supported to maximise independence, choice, control, and community participation .Monitor and review support plans, risk assessments, and care records .Ensure support is tailored to individual outcomes and aspirations .Promote positive behavioural support approaches where required .Encourage co-production and involvement of people using services in decision-making .Safeguarding and Risk Managemen tAct as Safeguarding Lead within the service .Ensure safeguarding concerns are identified, investigated, and reported appropriately .Maintain robust risk assessment and management processes .Promote safe practices while supporting positive risk-taking and independence .Staff Managemen tRecruit, induct, supervise, and retain high-quality staff .Conduct regular supervision, competency assessments, and annual appraisals .Manage staff performance, attendance, disciplinary, and grievance processes .Ensure staffing levels meet service needs and regulatory requirements .Promote staff wellbeing and engagement .Quality Assuranc eConduct regular audits of care plans, medication records, finances, health and safety, and service delivery .Monitor service quality through observations, feedback, and outcome measures .Implement action plans arising from audits, inspections, and complaints .Ensure accurate and timely record keeping .Financial Managemen tManage service budgets effectively .Monitor expenditure and identify cost-saving opportunities without compromising quality .Authorise purchases and maintain financial accountability .Ensure individuals' finances are managed safely and transparently where applicable .Partnership Workin gBuild positive relationships with local authorities, commissioners, healthcare professionals, families, advocates, and community organisations .Attend professional meetings, reviews, and safeguarding conferences .Represent the organisation professionally with external stakeholders .Health and Safet yEnsure compliance with health and safety legislation .Oversee maintenance of properties and equipment .Ensure emergency procedures, fire safety measures, and business continuity plans are effective .Essential Qualification sLevel 5 Diploma in Leadership for Health and Social Care and Children and Young People's Services (Adult Residential Management) or willingness to achieve within required timescales .Registered Manager experience or substantial leadership experience within health and social care .Full UK Driving Licence (where required) .Essential Experienc eExperience managing Supported Living, Residential Care, or Community Services .Experience working with adults with learning disabilities, autism, mental health needs, or complex support needs .Experience of CQC compliance and inspections .Experience managing teams, budgets, and service performance .Experience in safeguarding adults and managing risk .Essential Knowledg eCare Quality Commission (CQC) Regulations .Health and Social Care Act 2008 .Mental Capacity Act 2005 and Deprivation of Liberty Safeguards (DoLS) / Liberty Protection Safeguards (LPS) .Safeguarding Adults legislation and best practice .Positive Behaviour Support (PBS) .Equality, diversity, and inclusion principles .Health and Safety legislation .Person-centred planning and outcome-focused support
