Head of Transport Strategy (Capital Projects) – Leicester City Council
About the Role
Job Title: Head of Transport Strategy (Capital Projects) Region: Central Location: Hybrid (Leicester City Offices & Home) Contract: Full-time, 37-hour week Salary: £55,825 – £59,824 per year (Total benefits package: £81,574)
Position: Permanent
Play a key role in leading the delivery of sustainable transport and road safety programmes. The Transport Strategy service delivers capital transport infrastructure projects and road safety schemes across the city. With a 5-year funded programme, we aim to enhance infrastructure for buses, walking, and cycling for residents, workers, and visitors.
This position involves leading a team of highly skilled Engineers and Project Managers to successfully execute Leicester’s transport capital programme.
A hybrid working model is available (mostly based at City Hall, with flexibility to work from home part-time). However, you’ll also frequently travel to project sites, attend meetings (both in-person and virtually), and engage with stakeholders.
Responsibilities
- Lead a team of experienced Engineers and Project Managers to ensure the timely and budgeted delivery of capital transport projects.
- Oversee procurement exercises, stakeholder engagement, and partnership working to progress projects effectively.
- Provide technical guidance to colleagues, manage financial budgets, and oversee procurement processes.
- Chair meetings (internal and external), including sessions with senior leaders, consultants, contractors, and members of the public.
- Present to politicians and senior management, ensuring transparent and impactful communication.
- Collaborate closely with team members, service managers, and the programme manager to meet project deadlines and financial targets.
- Foster a positive, professional environment and maintain high standards across all delivered projects.

Requirements
- Proven leadership skills in managing transport or highway teams within busy, fast-moving environments.
- Extensive experience in delivering large-scale, complex transport infrastructure projects (urban or rural contexts).
- Strong expertise in transport engineering, including managing Engineering and Project Management teams.
- Excellent partnership working skills, particularly with diverse stakeholders (senior management, public bodies, contractors).
- Exceptional verbal and written communication, capable of translating technical details for stakeholders, policymakers, and the public.
- Self-motivated, with a flexible, results-driven approach, committed to reliable project delivery.
