Service Manager – Multi-Agency Safeguarding Hub (MASH) & Engage Service

About the Service

Multi-Agency Safeguarding Hub (MASH)

The MASH forms part of the First Response Service, responsible for screening all new referrals involving HELP or HARM. At the heart of our mission lies robust multi-agency relationships—our partners are co-located, enabling seamless collaboration.

Our model focuses on daily multi-agency meetings to assess domestic abuse referrals, bringing together Social Care, Early Help, and partner organisations to deliver timely, high-quality decisions for children.

Engage Service

Complementing MASH, the Engage Service delivers intensive, targeted interventions for children and families at risk of care entry. Our goal is to strengthen family cohesion and prevent unnecessary separations by providing tailored, intervention-focused support.

Key Responsibilities

You will provide operational leadership across MASH and Engage, reporting to the Head of Service for First Response. Core responsibilities include:

  • Decision-Making at the Front Door: Ensure effective, timely assessment of all referrals and inbound contacts to facilitate early intervention.
  • Risk Management and Safeguarding Oversight: Maintain strong safeguarding protocols and risk management frameworks.
  • Quality Assurance: Drive performance-driven practice across both services to deliver consistently high standards.
  • Engage’s Intensive Interventions: Provide robust oversight for targeted support to prevent extended care solutions where children are at risk.
  • Reducing Risk: Focus on reducing unnecessary care placements through evidence-based interventions.
  • Multi-Agency Collaboration: Foster partnerships with partner agencies, including MASH Managers, Duty Managers, and the First Response Service Manager.

About the Role

The Service Manager role demands a qualified, Social Work England-registered Social Worker with expertise in leadership and a commitment to relational practice. Ideally, you bring:

  • Extensive experience in managing frontline services within statutory Social Work or Early Help settings.
  • Strong knowledge of domestic abuse referral processes, safeguarding laws, and care proceedings.
  • The ability to lead complex operational teams with empathy and firm judgement.
  • Policy understanding in intervenion-based own-focus work and "shaken baby syndrome prevents" frameworks.
