Service Manager (Social Care) – Maternity Cover (FTC, 18 Months)

Location: Paisley (Hybrid) Salary: £66,448 - £70,590 (Grade 13) Contract: Fixed-Term

Scotland Excel is the Centre of Procurement Expertise for local government in Scotland. Established in 2008, it operates as a non-profit shared service, supporting the 32 local authorities across Scotland.

The organisation delivers essential public services, including children’s services and adult social care, aligning national policies and best practices to enable high-quality, tailored support for vulnerable people.


About the Role

We are seeking an experienced Service Manager for strategic sourcing and contract management within the Strategic Commissioning Team, to fill a maternity cover post until July 2024.

You will provide leadership to a team of category managers, supporting the delivery of complex procurement work, collaborating with key stakeholders, and shaping Scotland Excel’s future in social care commissioning.

Key Responsibilities

  • Provide expertise and guidance to category managers in:
    • Developing and implementing sourcing strategies
    • Driving end-to-end procurement processes
    • Ensuring best value through robust commercial negotiation
  • Lead on contract performance management and continuous improvement initiatives
  • Build and maintain stakeholder relationships with local authorities
  • Interpret budget information and financial data to support strategic decisions
  • Apply e-technologies, ERP systems, and Microsoft Office tools efficiently

Essential Criteria

  • Business-related degree or equivalent qualification with relevant procurement/public sector experience
  • Proven leadership in medium to large-scale projects, including managing commercial negotiations
  • Strong analytical and problem-solving skills, with experience interpreting complex financial data
  • Ability to plan, organise, and influence effectively across multiple stakeholders

(Social care experience is preferred but not essential, as direct reports are experienced commissioners.)


Required Skills

  • Expertise in public sector procurement or social care commissioning
  • Experience using procurement software and budget tracking tools
  • Strong project and people management skills
  • Comfortable with data analysis and storytelling to drive decisions
