Sexual Harassment Lead – Fixed Term (1 Year) – British Council

Role Overview

Location: Any British Council Office Globally Contract Type: One (1) Year Fixed Term Contract Pay Grade: 8 Closing Date & Time: 15 July 2026 at 21:59 UK Time

Requirements:

  • You must have the legal right to work in one of the British Council’s office-based countries at the time of application.
  • Visas or relocation support cannot be provided.

About the Team & Role Purpose

This strategic, impactful role will work collaboratively with internal and external stakeholders to:

  • Embed priorities for sexual harassment prevention and response.
  • Develop KPIs, strengthen reporting and data analysis, and build organisations capability through training and leadership.
  • Serve as the organisation’s subject matter expert (SME) on sexual harassment, supporting the Safeguarding Team and Sexual Harassment Working Group.

The role requirement aligns with the amended Equality Act 2010 and the associated proactive duty to prevent harassment. The postholder will:

  • Drive implementation of the Seven-Point Action Plan and progression through the Five-Stage Maturity Model to ensure the organisation is compliant, culturally equipped, and ready to prevent and respond effectively to sexual harassment.

Key Responsibilities

1. Strategic Leadership & Compliance

  • Lead the organisation’s work on sexual harassment prevention and response, ensuring alignment with the amended Equality Act 2010 and regulatory standards.
  • Drive the implementation of the Seven-Point Action Plan for continuous improvement, ensuring measurable progress and organisational accountability.
  • Guide the organisation through the Five-Stage Maturity Model, identifying gaps, setting milestones, and coordinating cross-organisational action.
  • Provide expert advice to senior leaders, safeguarding teams, HR, and operational groups on best practice, risk management, and compliance.

2. Policy, Frameworks & Governance

  • Review, update, and embed policies related to sexual harassment to reflect legal requirements and sector best practice.
  • Support development of governance structures for oversight, assurance, and transparent reporting.
  • Ensure the approach is trauma-informed, survivor-centred, and aligned with safeguarding principles.

3. Data, Insight & KPIs

  • Develop and implement KPIs and performance measures to track progress, identify risks, and inform strategic decision-making.
  • Support analysis of incident data, reporting trends, and targeting areas for intervention.

4. Culture Change, Awareness & Training

  • Design and deliver awareness-raising campaigns, briefings, and training sessions for staff, volunteers, and leaders.
  • Embed the organisation’s three identified sexual harassment prevention priorities across all levels.
  • Promote a culture of psychological safety and zero tolerance for harassment.
  • Assist in designing and delivering SEAH (Sexual Harassment) training models.

5. Stakeholder Engagement & Collaboration

  • Work closely with senior safeguarding managers and the Safeguarding Team.
  • Collaborate with HR, EDI (Equality, Diversity and Inclusion), operational teams, staff networks, and external partners to ensure unified and consistent approaches.
  • Facilitate engagement sessions, consultations, and co-production activities with staff and stakeholders.

6. Continuous Improvement & Organisational Readiness

  • Identify emerging risks, trends, and legislative changes to keep the organisation proactive.
  • Provide expert challenge and support to ensure organisational readiness for preventing and responding to sexual harassment.

Requirements

Minimum/Essential Qualifications

  • Demonstrates integrity and discretion when handling sensitive matters.
  • Exhibits collaborative leadership, bringing people through change.
  • Shows courage to challenge and advocate for safer, more respectful environments.
  • Possesses empathy and emotional intelligence when engaging with victims or survivors.
  • Encourages strategic thinking to deliver practical solutions.
  • Background in public sector, education, health, or regulated environments.

Key Role-Specific Skills

  • In-depth understanding of the Equality Act 2010 (including recent amendments), safeguarding principles, and harassment prevention.
  • Knowledge of maturity models, organisational development, or continuous improvement frameworks.
  • Ability to translate complex policies into accessible guidance.
  • Excellent communication, influencing, and relationship-building skills.
  • Strong analytical skills with evident ability to interpret data and communicate meaningful insights.
  • Skilled in managing sensitive issues with professionalism and a trauma-informed approach.
