We have an exciting opportunity for an experienced SHE Manager to be a key member of the Safety, Health & Environmental team on the CP7 Wales & Western Framework.

You will provide subject matter expertise and direction ensuring the continuous improvement to safety, health and environmental (SHE) performance. Ideal previous experience would include working within a Rail environment.

Role Responsibilities:

  • SHE Leadership & Strategy: Provide professional leadership, advice, and support to the Rail business on Safety, Health, Environment, Sustainability, and Competence Assurance, maintaining and further developing exacting standards across the Business Unit.
  • Best Practice Implementation: Develop, implement, and continuously improve Safety, Health, and Environment (SHE) best practices, ensuring full compliance with current legislation, industry standards, Morgan Sindall policies, and approved codes of practice.
  • Safe Culture Promotion: Proactively collaborate with managers and teams to embed a positive safety culture, supporting the company’s Protecting People commitment and Perfect Delivery
  • SHEQ Advisory Support: Function as a subject matter expert, providing guidance on SHEQ matters including action plans, audits, inspections, risk assessments, investigations, and policy deployment.
  • Training & Development: Identify SHE training needs and deliver or coordinate effective training programmes to enhance competence and awareness among staff and management.
  • Data, Reporting & Continuous Improvement: Monitor, analyse, and report on SHE performance data to identify trends, drive compliance, and support continuous improvement through targeted action plans.
  • Stakeholder Engagement: Build and maintain strong working relationships with regulatory bodies, local authorities, trade unions, clients, and internal stakeholders.
  • Policy & Compliance Management: Support the development, implementation, and consistent application of SHE policies, procedures, and compliance requirements across all projects and contracts.

Skills, Experience And Qualifications

  • Rail Industry Experience: Proven experience working within the rail sector, with Network Rail project experience and PTS certification considered highly desirable.
  • Qualifications:
    • NEBOSH General or Construction Certificate (essential)
    • NEBOSH or Level 6 Applied Occ Health Diploma (desirable)
    • Environmental Management Systems qualification (desirable)
    • CMIOSH status or NVQ Level 4 (desirable)
  • Cards & Certifications:
    • Hold an appropriate CSCS card relevant to the role.
    • Hold a PTS competency
  • Professional Experience:
    • Experience in a similar SHE/SHEQ management role within construction, civil engineering, or rail environments.
  • Legislative & Technical Knowledge:
    • In-depth knowledge of current safety, health, and environmental legislation and its practical application in a construction or project-based engineering environment.
    • Detailed understanding of best practice in safety, health, and environmental management.
  • Leadership & Management Skills:
    • Strong knowledge of effective management strategies, with the ability to influence, coach, and work collaboratively with managers and operational teams to achieve positive SHE outcomes.
  • Communication & Influence:
    • Confident communicator with the ability to engage and influence stakeholders at all levels, including site teams, senior management, and external bodies.
