SHEQ Advisor – Major Infrastructure Project (Glasgow & Site Locations)

We operate under two key business areas:
- Utility Infrastructure – Specialists delivering water, energy, power, and telecoms infrastructure for the UK’s largest network owners.
- Social Infrastructure – Experts in home and community regeneration, from energy efficiency upgrades to maintenance and refurbishment.
About the Role
The SHEQ Advisor will provide proactive Safety, Health, Environmental, and Quality (SHEQ) support across a major infrastructure project, ensuring:
- Compliance with legal requirements, client standards, company procedures, and industry best practice.
- A positive safety culture and competent advisory support throughout the project lifecycle.
- Collaboration with operational teams to drive continual improvement in health, safety, environment, and quality.
This role is project-based, splitting time between our Glasgow office and operational construction sites.
Key Responsibilities
Health & Safety
- Provide competent SHEQ advice to project management teams.
- Conduct regular site inspections, audits, and behavioural safety observations.
- Monitor compliance with:
- Company procedures
- Client standards
- UK health and safety legislation (e.g., Health and Safety at Work etc. Act 1974, CDM Regulations 2015)
- Support Risk Assessments & Method Statements (RAMS) for high-risk activities, including:
- Temporary works
- Lifting operations
- Excavations
- Work at height
- Promote positive safety behaviours through:
- Coaching and engagement
- Site inductions
- Toolbox talks
- Monitor subcontractor SHEQ performance and ensure corrective actions are implemented.
Environmental
- Ensure compliance with environmental legislation and client requirements.
- Undertake environmental inspections and monitor:
- Pollution prevention measures
- Waste management
- Ecological, noise, dust, and water controls
- Report and support investigations into environmental incidents.
- Promote sustainability and carbon reduction initiatives.
Quality
- Support Project Quality Management Systems.
- Participate in quality inspections alongside engineering teams.
- Monitor compliance with Inspection & Test Plans (ITPs).
- Assist with NCR (non-conformance report) investigations and close-out.
- Drive Right First Time (RFT) principles and support:
- Project audits
- Client inspections
Incident Management
- Investigate accidents, incidents, close calls, and unsafe conditions.
- Conduct root cause analysis using recognised methodologies, including Kelvin TOP-SET.
- Monitor corrective action completion and learning sharing.

Assurance & Compliance
- Complete planned inspections, audits, and surveillance for:
- ISO 45001 (OHS), ISO 14001 (Environment), ISO 9001 (Quality)
- Health and Safety at Work etc. Act 1974
- CDM Regulations 2015
- Working at Height Regulations
- PUWER, LOLER, Electricity at Work Regulations, and more.
Reporting
- Produce SHEQ reports and KPI data.
- Maintain inspection records and action trackers.
- Analyse trends and escalate significant risks to the Project HSSEQ Manager.
Engagement
- Build strong relationships with operational teams, supervisors, and managers.
- Coach and mentor teams in safety best practices.
- Participate in toolbox talks, stand-down sessions, and wellbeing campaigns.

Person Specification
Essential Requirements
✅ NEBOSH General Certificate (or equivalent recognised qualification). ✅ Experience in a SHEQ Advisor role within construction, utilities, or infrastructure. ✅ Strong understanding of UK SHEQ legislation. ✅ Experience undertaking site inspections, audits, and risk assessments. ✅ Excellent communication and interpersonal skills. ✅ Ability to coach and mentor operational teams. ✅ Proficient report writing (inspections, investigations, KPIs). ✅ Full UK Driving Licence (essential due to travel requirements). ✅ Willingness to travel extensively to project locations.
Desirable (Advantageous)
🔹 NEBOSH Construction Certificate 🔹 Internal Auditor qualification (ISO 45001, 14001, 9001) 🔹 IEMA Foundation Certificate in Environmental Management 🔹 Temporary Works Awareness (CIRIA Guide) 🔹 National Grid or SSEN (Scottish and Southern Energy Network) experience 🔹 Power transmission, distribution, or utilities sector knowledge 🔹 Incident investigation training (Kelvin TOP-SET, ICAM, or TapRooT) 🔹 First Aid at Work qualification 🔹 Mental Health First Aider (train-the-trainer or mentally healthy workplaces training)

Performance Metrics
The role will be evaluated against the following outcomes: ✔ Completion of planned inspections and audits. ✔ Reduction in accidents, incidents, and close calls. ✔ Timely corrective actions on identified risks. ✔ SHEQ KPI performance (compliance, incident reduction). ✔ Client & ISO audit pass rates. ✔ Environmental compliance and pollution prevention. ✔ Quality performance (NCR reductions) and RFT adherence. ✔ Positive workforce engagement in SHEQ initiatives.
Qualifications Summary
