SHQE Manager
Senior SHQE Manager (Safety, Health, Quality, and Environmental Management)
About the Role
The Senior SHQE Manager will assume full accountability for the maintenance, development, and continuous improvement of the Company’s Safety, Health, Quality and Environmental management systems, ensuring compliance with ISO 9001, ISO 14001, and COMAH Regulations.
Key responsibilities include:
- Promoting and communicating Safety, Health, Quality, and Environmental (SHQE) policies to all personnel.
- Developing, revising, and implementing written SHQE programmes to meet regulatory requirements.
- Supporting site operations through collaboration with the Plant Manager and engaging in regional/global QHSE initiatives.
- Driving continuous improvement of the Organisation’s SHQE frameworks.
Key Responsibilities
Safety
- Ensure compliance with COMAH Regulations, acting as the routine liaison with The Health and Safety Executive (HSE).
- Lead and improve the Safety Management System (SMS) and associated safety programmes.
- Foster a safety-first culture, encouraging incident reporting and mitigating accidents, near-misses, and unsafe conditions.
- Oversee DSEAR Regulation compliance, safety audits, Management of Change (MoC) processes, and effective induction programmes.
- Ensure Personal Protective Equipment (PPE) and Respiratory Protective Equipment (RPE) guidelines are maintained.
- Provide safety training and advice to management and act as a key member of the emergency response team.

Health
- Guarantee adherence to statutory health requirements, including workplace exposure monitoring and handling of dangerous substances.
- Coordinate health screening activities with external consultants.
- Manage first aid requirements, ensuring adequate trained first aiders are available.
- Review Safety Data Sheets (SDS) for proposed chemical substances in collaboration with R&D.
Quality
- Manage the Quality Management System (QMS) in line with ISO 9001.
- Oversee internal/external audits, management reviews, and maintain comprehensive documentation.
- Lead the internal audit team, including training and performance optimisation.
- Ensure product conformity with specifications and contracts from Technical & Purchasing.
- Efficiently manage the Non-Conformance Report (NCR) system and customer complaint response processes.
Environmental
- Maintain the Environmental Management System (EMS) in alignment with ISO 14001 & Environment Agency/COMAH requirements.
- Conduct internal/external audits and management reviews, ensuring documentation compliance.
- Manage waste disposal routes, hazardous waste registrations, and landfill reduction initiatives.
- Support ESG initiatives by collecting data and implementing recycling/reuse policies.
Requirements
Qualifications & Experience
- Degree in a relevant science or engineering discipline, complemented by a professional diploma in Safety Management.
- Preference for graduates with IOSH or NEBOSH qualifications (applicants with experience and willingness to upskill considered).
- Minimum 5 years’ experience in the chemical or manufacturing industry.
- Strong COMAH regulation knowledge, risk assessment techniques (HAZOP, FMEA, etc.), and behaviour-based safety experience.

Reporting Structure
The role reports directly to the QHSE Manager EMEA, with dotted-line reporting to the Site Director. Manages one direct report and collaborates closely with the Plant Manager.
Working Environment
- Primarily office-based, but with regular requirements on-site (production/warehouse floors) and occasional remote working, subject to line manager approval.
- Limited travel to sister companies (e.g., Belgium) may be required.
