Senior Construction Contract Manager (East of England) – Cadent’s Capital Investment Programme – Costain

About the Role

Cadent is the UK’s largest Gas Distribution Company, operating 4 of the 8 UK Gas Distribution Networks (East of England, London, NorthWest and West Midlands). Their service spans 131,000 km of pipes, supplying 11 million homes and businesses. Costain is the preferred bidder for Cadent’s East of England Construction Management Organisation (CMO).

This critical role involves:

  • Strategic planning and programme management of Cadent’s capital investment programme
  • Delivering improved regulatory performance and future-proofing the network
  • Coordination and supervision of local delivery partners (LDP’s), site teams, customer care officers, and technical support across construction work (replacements, reinforcements, diversions, multi-occupancy projects, reinstatements, etc.)
  • Ensuring alignment with designers’ direction while maximising customer experience
  • Promoting and embedding high safety and compliance standards, leading by example in all activities

Key Responsibilities

Programme & Project Delivery

  • Develop and monitor a work programme, ensuring projects are delivered on time, to cost, and compliant with:
    • Legislative, regulatory, Cadent technical standards
    • Cadent’s policies and procedures
  • Act as a competent person for Flow Stopping & Commissioning Operations under Cadent’s:
    • Safe Control of Operations (SCO) Procedures
    • Main Laying & Service Laying Guidelines

Stakeholder & Supply Chain Management

  • Manage supply chain performance to meet contract objectives
  • Advocate for the contract with local authority representatives and senior stakeholders
  • Collaborate with engineering teams to optimise operations and achieve key business objectives

Quality, Safety & Compliance

  • Ensure highest standards of customer service and safety, performing audits and inspections and driving corrective actions
  • Investigate and resolve customer issues (queries, claims, complaints) with professionalism and urgency
  • Undertaking incident reporting, investigations, and remedial action close-outs
  • Lead ** Zero Harm Culture**, fostering zero tolerance for safety breaches
  • Ensure compliance with SHEA Gas (Safety, Health, Environment & Quality for Gas)

People & Team Leadership

  • Manage and develop engineering teams, including:
    • Performance coaching
    • Development needs assessment
    • Toolbox talks, safety briefings, and team briefs
  • Promote staff engagement through open communication

Additional Duties

  • Carry out standby and call-out duties as required.
  • Work towards Temporary Works Supervisor (TWS) responsibilities.
  • Undertake any reasonable responsibilities relevant to the role.

Requirements

Experience & Qualifications

  • Preferred: Previous gas supervisory experience (not essential but beneficial)
  • Experience in:
    • Site management
    • Leading teams and influencing performance
    • Delivering construction works safely and compliantly
  • Technical & Certifications (Essential or Preferred):
    • Competent Person for routine operations (SCO5)
    • Authorising Engineer for permit to work (excaavations) (SCO2)
    • Temporary Works Appointed Person (TWS – Temporary Work Supervisor, BS5975)
    • NRSWA Supervisor
    • Deep Excavation qualification
    • Working at Height appreciation
    • Ideally, SMSTS/UMSTS (Site Management Safety Training / Underground Safety Training)
