Site Supervisor
Location: Garstang CRRC Contract Type: Full Time (40 Hours per Week) Working Pattern: Thursday – Monday (with weekend coverage—"Weekend Enhancement") Grade: Grade 5 Staff Responsibility: Supervisory only
Qualifications
The successful candidate must hold relevant certificates of competence or equivalents, such as:
- Certificate of Technical Competence (COTC) Level 4
- Occupational Certificate of Competence (OCC)
- First Aid at Work qualification or must be able to demonstrate the capacity to achieve these within a reasonable timescale.

Role Context & Responsibilities
The Site Supervisor (HWRC) reports to the Site Manager and oversees all operational duties at the Household Waste Recycling Centre (HWRC).
Core Responsibilities:
- Directly supervise all HWRC operatives, ensuring adherence to:
- Pre-defined operating systems
- Safety and compliance standards
- Council policies
- Manage daily tasks and verify the (HWRC) standards are upheld by staff.
- Deliver operations onsite while observing recycling protocols, maximising waste recovery.
- Monitor staff performance, ensuring duties are executing efficiently and effectively.
- Maintain a welcoming customer service approaches, including problem resolution.

Key Reporting Duties:
- Accurately record all site activity (daily operations, incidents, maintenance needs).
- Report issues immediately, covering staffing shortages, hazards, or mechanical failures.
Duties in Advance of Staff Absences:
- Ensure all tasks and replacement duties are allocated and documented.
- Confirm staff are adequately trained for temporary coverage and Systems of reporting.
Typical Duties
- Supervise and assist operatives in daily site operations.
- Monitor and adjust task plans to meet daily procedures and timelines.
- Document and communicate all incident reporting (staffing, hazards, equipment defects).
- Engage directly with customers, managing difficult situations professionally.
- Actively sort materials for recycling and encourage proper waste management.
- Enforce strict adherence to quality, sustainability, and health & safety protocols.
- Operate and instruct others on excavators and other specialist equipment.
- Coordinate with contractors to ensure site compliance and safety standards.
- Exhibit managerial responsibilities to the Site Manager as required (within the grade).

Additional Requirements
- On-call work on Bank Holidays may be required.
- Pass key training courses, achieving and maintaining health/safety and equipment qualifications.
- Operate any prescribed mechanical or mobile plant as a routine duty.
- Be willing to work at other facilities within reasonable proximity. Travel compensates available, subject to:
- Vehicle insurance being maintained.
- Transport is either provided by the council or obtained through public transport.
