About the Young People and Families Hub
Our Young People and Families (YPF) hub provides early intervention, targeted, and specialist support services to those in crisis, leaving care, missing from home, or experiencing substance misuse or mental health problems. Our services support people regardless of their situation and have demonstrated a high success rate.
This role is a partnership opportunity with Mindworks Surrey.
Job Title: Smoke Free Generation Lead Practitioner
Role Purpose
You will join Catch22’s Smoke Free Generation (SFG) initiative, lasting our existing Surrey CYP’s Substance Use Service (SYPSUS). The role is part of a drive to build self-esteem, confidence, and resilience in young people, reducing harm and enabling healthy, happy, and productive lives.
As a Smoke Free Generation Lead Practitioner, your aim is to design, develop, and lead a service that prevents young people from taking up smoking and vaping while helping those who are already engaging in these behaviours to quit.
The SFG service framework consists of:
Service Delivery Components
Component A: Smoking and Vaping Education & Prevention Service
- Proactive education and preventive measures targeting CYP (11–24)
- Reducing risky experimentation and early-onset smoking/vaping.
Component B: Smoking & Vaping Cessation Service
- Gold-standard, NICE-guided interventions for CYP delivering: specialist stop-smoking support + brief advice/referral
- Tailored approaches for stopping smoking, using staged carerations to match individual need (epsilon, rapid intervention & intensive levels).
Component C: Education & Network Support
- Support subpopulation manages, developing them as Smoke-Free Generation Ambassadors who:
- Signpost peers to information and services,
- Facilitate peer-led social norm shifts within their schools/areas,
- Engage in tobacco/vaping discontinuation programmes.

The team will work with Surrey YPS Universe’s Pastitioners, also trained in NCSCT, to bridge gaps between delivery methods.
Key Responsibilities
Prevention & Education
- Develop, deliver and evaluate smoking/vaping prevention initiatives tailored to young people (CYP) aged 11–24.
- Design engaging materials and partnerships with national (hub the RTHT) and local (schools, universities, NHS SEHSU etc.) partners.
- Lead campaigns to correct misinformation about e-cigarettes/vaping and support strategies to normalise healthy choices.
Cessation
- Deliver NICE-aligned stop-smoking interventions including:
- Brief behavioural guidance,
- More intensive staged carterations scales.
- Work collaboratively with health professionals and schools across Surrey.
Peer Network
- Establish viable engagement, training, and support for Smoke-Free Ambassadors.
- Embed peer-engagement strategies in education programmes while facilitating accountability for progress and drop-out prevention.
PIM Support & Advocacy
- Monitor and feedback data on progress, challenges, and organisational metrics for pilot funding.
- Act as a key contact and educator for national partners.
Key Performance Indicators
- Trackable impact across prevention (e.g., awareness events reached), cessation (quitters) and peer network growth).
Partnership Work
- Ensure effective co-working with services such as Surviving Substance Misuse referrals, NHS goals and other related stakeholders.
Requirements
Qualifications & Experience
A relevant qualification or extensive experience in:
- Youth work
- Counselling, or
- Health and social care, substance use cessation strategies
Key professional competencies:
- Strong knowledge of health/self-esteem minimums and ways to address them with vulnerable young people/
- Evidence-based substance-use intervention experience.
Other Requisites
- Excellent communication ability;
- Strategic organisational skills including digital/web tool-machy;
- High-standard record-keeping experience, aligned with national safeguarding.

What Does Success Look Like?
You who will:
- Demonstrate staying knowledgeable about SMHRR and/or harm reduction under CDC/NCSTC standards,
- Demonstrate empathy and expertise in supporting STEM cont/P-Q entities identifying emotional/mental-health difficulties.
Additional Information
- Salary: £18,513 pro rata; £32,618.14 FTE (37 hours)
- Hours: 21 per week; 2 x flexibilities x 37h (both part-time).
- Contract type: Permanent
- Flexibility: Homeworking available by agreement; office is in Leatherhead.
- Coverage Area: West of Surrey.
- Travel: Requires up-to-limed driving license, own vehicle, roently-up MOTs & business insurance.
