About the Company
Social Value Portal built the UK's leading platform for measuring and maximising social value, and works in partnership with Rotherham Metropolitan Borough Council to embed social value across its procurement and supply chain. Since 2014, that work has helped unlock over £74bn in social value nationwide, using the evidence-based TOM System (Themes, Outcomes and Measures). You'll be employed by Social Value Portal, working embedded full-time within Rotherham Council's team, so you'll get a foot in both a fast-growing social value business and a busy local authority.
About the Role
As Social Value Officer, you'll work alongside the Council's Social Value Practitioner to help procurement staff and suppliers turn social value commitments into outcomes people can actually see. Your contract sits with Social Value Portal and the role is funded by Rotherham Council, so you'll report into both organisations while based day-to-day within the Council team. Success looks like the Council being able to manage and evidence social value delivery with far less reliance on outside support.

Responsibilities
- Run market engagement events, explaining how social value applies to upcoming tenders
- Build and update tender templates, guidance and training resources for procurement staff
- Train Council officers on including and managing social value commitments in contracts
- Support suppliers to understand their commitments and provide robust delivery evidence
- Link contractor commitments to local delivery partners, including Job Centre Plus and Voluntary Action Rotherham
- Champion social value across the Council and into the wider Rotherham community
- Provide first-line support on the TOM System and reporting platform
- Keep CRM records accurate and up to date
Qualifications
- Strong experience or knowledge of social value, gained directly, through study, community engagement, or in the public or third sector
- At least one to two years' professional experience, with a proven ability to organise and manage yourself in a demanding, multi-stakeholder role
- Confident using Excel for data analysis and reporting
- Comfortable using Word and PowerPoint to prepare reports and presentations

Required Skills

Preferred Skills
- Experience using Salesforce or a similar CRM platform
- Background in procurement, contract management or tender processes
- Experience delivering training sessions or workshops
Pay range and compensation package
£30,000–£32,000 | Fixed-term to 30 October 2028, with the potential to become permanent | Hybrid: Rotherham, 2–3 days office-based
