Full Stack Developer (Healthcare Digital Platforms) – Health Sciences Authority (HSA)
About the Role
We are seeking a Full Stack Developer with a strong technical background to join our dynamic team at the Health Sciences Authority (HSA). This is an exciting opportunity to contribute to Singapore’s healthcare ecosystem, where you’ll develop and enhance digital platforms and infrastructure supporting HSA’s regulatory mission and improving healthcare services across the nation.
As part of our team, you will work towards protecting and advancing public health through the creation of robust, secure, and scalable digital solutions.
Key Responsibilities

Prototyping & Technical Experimentation
- Build prototypes to explore and validate new AI use cases, emerging technologies, and innovative solutions.

System Architecture & Cloud Development
- Design, review, and enhance system architectures in cloud environments.
- Implement scalable, resilient, and high-performance applications.

Full-Lifecycle Development
- Participate in library, component, and application design, from conception to deployment.
- Collaborate with outsourced vendors to co-develop scalable and secure solutions.

Software Support & Maintenance
- Maintain, debug, and improve software functionalities.
- Ensure release quality, security, and performance through testing, bug fixes, and performance optimisations.
- Identify and resolve bottlenecks in systems.

- Stakeholder & User Engagement
- Gather and refine user requirements through high-fidelity mock-ups, prototypes, and collaboration with stakeholders.
- Translate technical ideas into clear documentation and present complex solutions to non-technical stakeholders within HSA.
Requirements
To excel in this role, we’re looking for:

Education & Background
- Degree or equivalent in Computer Science, Computer or Electronics Engineering, Information Technology, or a related discipline.

Technical Skills
- Full-stack development experience, specialising in:
- Backend Development: Proficiency in C# and experience with JavaScript, HTML, CSS.
- Frontend Development: Knowledge of React, Svelte, or Angular.
- Databases: Familiarity with relational (MS SQL, PostgreSQL) and non-relational databases.
- Cloud & Security Expertise:
- Hands-on experience with cloud-based application development (AWS, Azure, or GCP).
- Strong focus on web security best practices.
- DevOps & Modern Software Engineering Practices:
- Experience in Agile methodologies (e.g. Scrum).
- Continuous Integration & Deployment (CI/CD) pipelines, including:
- Scripts for automated testing.
- Configuration management tools.
- Software Development Life Cycle (SDLC) practices:
- Coding standards.
- Code reviews.
- Source control (Git).
- Build processes.
- Testing & operational practices.
- Full-stack development experience, specialising in:
