SPA Agricultural Liaison Officer
Agricultural Liaison Officer – Strategic Pipeline Alliance (SPA)
About the Role
Location: Flexible (primarily remote with on-site requirements at three compound locations: Etton, Bexwell, and North Norfolk)
Employment: Full-time, Permanent
Join Anglian Water’s Strategic Pipeline Alliance (SPA), one of the UK’s most ambitious water infrastructure projects.
The SPA is seeking a detail-orientated, organised, and proactive Agricultural Liaison Officer to support project delivery while fostering strong stakeholder relationships.
Key Responsibilities
As the key point of contact for landowners, farmers, and third-party stakeholders, your responsibilities will include:

Engagement & Relationship Building
- Form trusting relationships with landowners, farmers, tenant farmers, and Infrastructure Delivery Bonds (IDBs).
- Be the primary advocate for landowners’ concerns, feeding back critical feedback to the Project Team and Land Agents.

Project Alignment & Communication
- Inform stakeholders about project requirements, construction impacts, timelines, and compensation matters.
- Document interactions, logging discussions for stakeholder reports.

Risk Assessment & Mitigation
- Produce archaeological risk maps, categorising areas into high, moderate, and low-risk zones.
- Coordinate pre-entry assessments, surveys, and feedback to minimise project disruptions.

Stakeholder Collaboration
- liaison with experts on land drainage matters, assisting in post-construction drainage design.
- Monitor for conflicting information and communicate potential issues proactively to the team.

Project Closure Coordination
- Lead action plans to ensure minimal impact on farmers and landowners during and after construction.
Skills & Behaviours We’re Looking For
✅ Relationship-Driven Person
- Charismatic communicator with an engaging personality.
- Ability to build and sustain relationships with diverse stakeholders (farmers, residents, project teams).
✅ Experience in Large-Scale Infrastructure
- Previous roles in land-intensive or agricultural projects, particularly within water/utility industries.
✅ Proactive Problem-Solver
- Willingness to use project systems (e.g., stakeholder databases) to track issues and progress.
- Customer-first mindset—always considering how decisions affect stakeholders and business objectives.
✅ Flexibility & Local Travel
- Willingness to travel to scheme locations throughout the project duration.
- Adaptability to hybrid work models with on-site visits.
✅ Alignment with SPA Values
- Integrity, transparency, and accountability in all actions.
- Passionate about sustainable, ethical practices in infrastructure delivery.
