The Project
The Project is a major offshore development located in the Azerbaijani sector of the Caspian Sea, approximately 100 km southeast of Baku in 500 metres of water depth. The project includes the installation of a complete Subsea Production System (SPS) tied back via subsea pipelines to a new onshore Central Processing Facility (CPF), designed to process approximately 450 MMscfd of gas and 38,000 barrels of condensate per day.
Key Responsibilities
SPS Quality Management
- Lead the implementation of the SPS Package Quality Management System (QMS) in accordance with Project Quality requirements.
- Develop and implement the SPS Quality Strategy throughout engineering, procurement, manufacturing, testing, and delivery.
- Ensure contractor compliance with Contract Exhibit H, Company specifications, and Project Quality requirements.
- Drive quality objectives, KPIs, and continuous improvement initiatives across the SPS Package.
- Ensure effective implementation of risk-based inspection and surveillance plans.
- Promote quality excellence throughout all phases of project execution.
Contractor & Vendor Quality Management
- Supervise day-to-day quality activities performed by EPC Contractors and key subcontractors.
- Monitor contractor implementation of approved Quality Management Systems.
- Review and approve Contractor Project Quality Plans.
- Review and approve Inspection & Test Plans (ITPs), Manufacturing Quality Plans, and quality procedures.
- Monitor contractor performance and ensure contractual quality commitments are achieved.
- Coordinate quality activities across global manufacturing sites and fabrication yards.
- Support vendor qualification and supplier quality surveillance activities.
Manufacturing Surveillance & Inspection
- Coordinate quality surveillance at vendor manufacturing facilities worldwide.
- Monitor fabrication, assembly, integration, testing, preservation, and shipment activities.
- Witness critical inspections and manufacturing hold points where required.
- Ensure compliance with approved Inspection & Test Plans.
- Verify manufacturing activities comply with Company specifications and international standards.
- Coordinate inspection activities with local supervisors and inspectors.
- Monitor subcontractor quality performance throughout manufacturing.

Quality Assurance & Compliance
- Ensure implementation of ISO 9001 Quality Management System processes.
- Monitor Quality Audits and contractor audit programmes.
- Manage Non-Conformance Reports (NCRs) and corrective/preventive actions.
- Monitor Quality KPIs and contractor performance indicators.
- Ensure calibration and testing activities are properly controlled.
- Coordinate Lessons Learned and continuous improvement initiatives.
- Support project standardization activities.
- Ensure compliance with Company quality requirements and applicable international standards.
Documentation & Certification
- Review and approve contractor quality documentation.
- Verify manufacturing records and inspection documentation.
- Ensure complete Manufacturing Record Books (MRBs) are compiled.
- Prepare and finalize Quality Dossiers for project deliverables.
- Verify material certifications, inspection reports, and testing documentation.
- Ensure equipment certification packages are complete prior to shipment.
Third-Party Inspection & Reporting
- Coordinate Third-Party Inspection (TPI) agencies and Certification Authorities.
- Define inspection priorities, schedules, and surveillance requirements.
- Interface with Project Quality Management, Engineering, Procurement, and Construction teams.
- Monitor contractor quality performance and report significant issues.
- Prepare quality reports, KPI summaries, and management presentations.
- Provide technical guidance to project inspectors and quality personnel.
HSE & Ethics
- Demonstrate exemplary commitment to Company H3SE policies and procedures.
- Ensure all quality activities are performed in accordance with Company HSE requirements.
- Promote safe working practices throughout contractor and vendor organizations.
- Comply with Company Ethics and Code of Conduct.
- Promote implementation of the Company's Anti-Corruption Programme.

Candidate Requirements
- Bachelor's Degree in Mechanical Engineering, Materials Engineering, Metallurgical Engineering, Quality Engineering, or another relevant engineering discipline.
- Minimum 15 years of experience in the Oil & Gas industry.
- Minimum 10 years of experience in Subsea Production Systems (SPS).
- Proven experience as SPS QA/QC Lead, Package Quality Lead, Senior QA/QC Engineer, or similar role on major EPC/EPCI offshore projects.
- Extensive experience managing quality throughout engineering, procurement, manufacturing, testing, and delivery of subsea equipment.
Strong knowledge of Subsea Production Systems including:
- Subsea Trees
- Manifolds
- Umbilicals
- Subsea Control Systems
- Subsea Structures
- Associated SPS Equipment
Proven experience with:
- Global vendor surveillance and supplier quality management.
- Manufacturing quality control, inspections, and contractor quality management.
- Reviewing and approving Project Quality Plans, Inspection & Test Plans (ITPs), Manufacturing Quality Plans, and quality procedures.
- Managing Non-Conformance Reports (NCRs), Root Cause Analysis, Corrective & Preventive Actions (CAPA), and Quality KPIs.
- Manufacturing Record Books (MRBs), Quality Dossiers, Factory Acceptance Tests (FAT), and manufacturing documentation.
Working knowledge of:
- ISO 9001 Quality Management Systems.
Strong understanding of:
- International codes and standards including API, ISO, and DNV.
Experience working within:
- Multinational EPC/EPCI project environments.
Previous project experience is considered a strong advantage.
Languages
- English – Fluent / Professional Proficiency (Mandatory)
