Primary Purpose of Position

Provide expertise on development of and adherence to Federal Energy Regulatory Commission (FERC) Licenses for Conowingo Hydroelectric Facility and Muddy Run Pumped Storage Facility. Sr. Compliance Specialist responsible for administering FERC license compliance program, tracking license articles and commitments, coordinating as needed with operations, environmental, engineering, maintenance, outage, and legal teams. Preparing filings, reports, and compliance documentation, and supporting audits, inspections, and agency/stakeholder communications. Position is on site to lead and support walkdowns and inspections.

Primary Duties and Accountabilities

  • Monitor and track compliance with FERC license articles, orders, settlement agreements, and related regulatory commitments.
  • Prepare, coordinate, and submit FERC-required filings, annual reports, plans, notifications, and compliance documentation.
  • Support relicensing, license amendment, variances, and implementation activities.
  • Coordinate with internal teams to ensure required work is scheduled, completed, documented, and retained as compliance evidence.
  • Maintain compliance trackers, calendars, evidence files, corrective action logs, and reporting tools.
  • Support FERC inspections, audits, inquiries, and data requests.
  • Track agency consultation requirements with FERC, state resource agencies, USFWS, NOAA Fisheries, SHPO, and other stakeholders as applicable.
  • Identify compliance risks, recommend corrective actions, and support continuous improvement.

Minimum Qualifications

  • Bachelor’s degree in a Technical Program and 5 years of experience, or 9 years of equivalent experience in lieu of the degree
  • 5-years experience working in any combination of electric utility transmission, operations, regulatory, legal or financial disciplines
  • Associate’s degree with 7 years of related experience OR
  • High school diploma/GED with 9 years of related experience
  • Ability to analyze, interpret, and determine compliance requirements associated with ISO, NERC and Regional Standards and other related federal, state and local licensing processes, procedures and agency
  • Experience with and knowledge of FERC, ISO, NERC and TSA Gas standards and associated tasks for power generation facilities, including regulations, guides, standards, codes, methods, and practices necessary to perform assignments for specific disciplines, various installations, or services
  • Maintain minimum access requirements or unescorted access requirements, as applicable, and favorable medical examination and/or testing in accordance with position duties

Preferred Qualifications

  • Master’s degree in engineering, business administration, or law degree
  • Experience working with Federal Energy Regulatory Commission (FERC) hydropower licensing and compliance regulations, related statutory provisions, and other regulatory agencies such as U.S. Fish and Wildlife Service
  • Ability to interpret permits, regulations, licenses, regulatory orders, settlement agreements, and compliance obligations
  • Experience implementing FERC relicensing, license amendments, annual compliance reporting, environmental monitoring, recreation plans, shoreline management, fish passage, or public-use facilities.
  • Experience with document management, compliance tracking systems, project management, and cross-functional coordination
