Sr. Global Payroll Compliance Lead

We are seeking a Senior Global Payroll Compliance Lead to join the team based in Amsterdam, the Netherlands; London, United Kingdom; Warsaw, Poland; Gdansk, Poland; Berlin, Germany or Frankfurt (Neu-Isenburg), Germany.
The Sr. Payroll Compliance Lead is a hands-on senior payroll team member and HR expert who designs and implements a robust control and compliance framework across payroll and HR systems. This role builds preventative and detective controls into our modernized environment, reinforces consistent processes, and works as part of the larger payroll team as a resource to ensure we do things right.

- A documented, risk-based payroll compliance framework embedded in our target operating model.
- Preventative and detective controls implemented for high-risk pay processes and system integrations.
- Standardized payroll processes and tools deployed across priority business units or regions.
- Measurable reduction in payroll exceptions, audit findings, and increased stakeholder confidence.
Position Responsibilities
Compliance Lead — Pay Practice Compliance & Governance
- Establish and maintain payroll governance, policy, and audit readiness.
- Design and embed preventative and detective controls aligned with legislation, collective bargaining agreements, and Boeing internal standards.
- Act as a subject matter expert on wage and hour laws, statutory entitlements, tax requirements, and other pay-related regulations.
Process Standardization & Change Management
- Build and document payroll and HR processes that support standardized operations and repeatable compliance.
- Drive complex transformation initiatives to standardize workflows and reduce operational risk.
- Develop and implement consistent policies, operating models, and SOPs across business units and regions.
- Lead change management activities, including impact assessments, stakeholder engagement, training, and adoption strategies.

System Integration & Framework Design
- Leverage deep technical knowledge of payroll and HR systems (Workday, ServiceNow, CloudPay, PeopleSoft, ADP, etc.) to design integrated compliance frameworks.
- Define monitoring and automated controls that operate within and across systems to detect anomalies and measure risk.
- Support system implementations and integrations to improve end-to-end payroll accuracy and control effectiveness.
Stakeholder Management & Communication
- Partner with the payroll team, senior executives, HR, Finance, Legal, Compliance, Labor Relations, and IT to operationalize compliance solutions.
- Translate complex pay and regulatory concepts into clear, actionable guidance and controls.
- Facilitate training and communication for diverse audiences and drive consistent application of policies.
Strategic Leadership & Continuous Improvement
- Lead transformation of pay practices and compliance frameworks across regions to stabilize and improve large HR/payroll functions.
- Own payroll risk management: lead audits, approve high-risk adjustments, oversee reconciliations, and drive remediation.
- Establish KPIs and continuous improvement cycles to measure control effectiveness and operational excellence.
Hiring Details
This position is hybrid. This means that the selected candidate will be required to perform some work onsite at one of the listed location options. This is at the hiring team's discretion and could potentially change in the future.
- Travel: Up to 10% travel may be required.
- This position does not offer relocation. Candidates must live in the immediate area or relocate at their own expense.

Basic Qualifications (Required Skills/Experience)
- 10+ years of experience in HR operations and payroll compliance in large, complex, multi-state and international environments.
- Deep knowledge of global payroll legislation, tax rules, wage and hour laws, entitlements, and compliance best practices.
- Hands-on experience with payroll and HR systems: Workday, ServiceNow, UKG, CloudPay, ADP, SAP, or equivalent.
- Track record of designing and implementing controls, monitoring frameworks, and audit programs.
- Strong analytical skills with the ability to interpret payroll data, identify trends, and recommend corrective actions.
- Exceptional communication skills — able to convey technical and legal requirements to non-technical stakeholders.
- Change management and leadership experience: mentoring, coaching, and leading cross-functional teams.
Preferred Qualifications (Desired Skills/Experience)
- Experience in large-scale system modernization or payroll transformation programs.
- Experience with global payroll compliance frameworks and multi-country statutory requirements.
- Certification(s) in payroll, compliance, or related areas (e.g., CPP, FPC) is a plus.
- Bachelor's degree or higher.
- Fluency in German, French, Polish, or Dutch is a plus.
