Location: Sheffield (This is a hybrid role with a minimum of 3 days per week in the office)
South Yorkshire Mayoral Combined Authority (SYMCA) is delivering an ambitious programme of transport investment and reform to improve connectivity, accessibility, and opportunities across the region.
We are looking for an experienced Stakeholder and Engagement Manager to lead engagement activity across the Transport Directorate, with one role focused on Bus Franchising. This role will work closely with colleagues, partners, and the Mayor’s Office to build strong relationships, support transport priorities, and ensure the views of communities and stakeholders help shape transport policy, services, and investment decisions.
The role will involve occasional evening and weekend attendance at community events, meetings, and engagement activities.

About The Role
As Stakeholder and Engagement Manager, you will lead the development and delivery of stakeholder engagement plans across a range of transport programmes and projects including bus franchising, capital projects, and mass transit.
You will work with local authorities, elected members, transport operators, businesses, community organizations, and regional partners to build support for SYMCA’s transport priorities and ensure effective two-way communication with stakeholders.
The role will involve coordinating consultations, engagement events, and stakeholder forums, managing stakeholder relationships, and providing insight from engagement activities to inform decision-making and policy development. You will also support engagement relating to public transport initiatives and future transport reforms across South Yorkshire.
Key Responsibilities
- Develop and deliver stakeholder engagement plans that support transport programmes and priorities.
- Build and maintain strong relationships with key stakeholders, partners, and community groups.
- Identify engagement opportunities and support stakeholder participation in transport initiatives.
- Coordinate consultations, workshops, meetings, and engagement events.
- Manage stakeholder communications and respond to enquiries in a timely and effective manner.
- Produce reports, briefings, and engagement summaries to support decision-making.
- Work closely with internal teams and the Mayor’s Office to coordinate engagement activity.
- Monitor and evaluate engagement activity to identify insights and opportunities for improvement.
- Provide advice and support on stakeholder engagement approaches across the wider organisation.
- Ensure engagement activities comply with relevant policies, procedures, and data protection requirements.

About You
We are looking for a confident and experienced engagement professional with a proven track record of building productive relationships with a diverse range of stakeholders.
You will be an excellent communicator, able to engage effectively with communities, partners, public sector organisations, and senior stakeholders. You will be skilled at managing multiple priorities, delivering engagement activity in complex environments, and translating stakeholder feedback into meaningful insight.
You will bring strong organisational skills, sound judgement, and a collaborative approach, with the ability to influence, negotiate, and build consensus across a wide range of audiences.
Most importantly, you will be passionate about creating positive stakeholder relationships and ensuring that communities and partners play a key role in shaping the future of transport across South Yorkshire.
